They are not sold under contract. You enable and pay for the cellular data when/if you want to use it. If you need it for one month, pay for one month. The only thing you are tied to is the cellular carrier (Verizon, AT&T, etc).

I apologize for the confusion. You can indeed buy the iPad on a month-to-month plan or without a plan at all if you like. Any Best Buy store should be able to make the exchange for you. Just be sure you have your receipt with you when you stop in.

IPad Air (wifi + cellular) WITHOUT nano sim card
Just recently bought an iPad Air (64 GB, wifi + cellular; A1475) on eBay, brand new, except that the seller removed the Verizon nano sim card. My questions:
What possible reason(s) would the seller have for only removing/keeping the nano sim card from the iPad?
I assume I won't have any problems getting a new/replacement nano sim card from Verizon when/if I sign up for service with them, correct?
From what I've briefly researched online, it seems as if even though the iPad Air is supposedly specifically for use with Verizon, I can actually obtain/use nano sim cards and service from other cellular providers (AT&T, T-Mobile, Spring), correct? (See also here.)
FYI: The iPad Air truly was/is brand new. Never activated, never used (absolutely spotless).

JoelAFAIK, the iPads are not carrier-locked, so IFF you need to have carrier-based Internet connectivity and are willing to pony up the cost, you should be able to get the SIM from the carrier giving you the best deal and live happily ever after.
That being said, I have a Wi-Fi+Cell iPad 4 purchased directly from Apple which has never felt a SIM card in its innards. Bought it instead of the Wi-Fi-only model cause I wanted the full GPS capability. And between the office (BIG 1 Gbps pipe to the Internet on our LAN) or at home (much more modest ADSL wireless router), been quite happy ignoring the No SIM onscreen warning. When not at home or the office and iPad use becomes indispensable, I simply tether it to my iPhone 5's Personal Hotspot and its 4G pipe to the Internet. Will NOT pay twice for the same shît. -

Yes you can. All Ipad's are unlocked and can be used any where in the world. Buy the AT&T version which is GSM in other countries

US iPads are not locked to a carrier. Don't buy a Verizon or Sprint model, though.

Either will work fine in Central Asia as loge ad the carries support GSM (almost all do).
One of the iPads will only work with the AT&T GSM) network if you are in the USA and the Other with the Virizon network (uses CDMA, not GSM/SIM) if you are in the USA -

You can not connect to the internet with a WiFi only iPad without WiFi. You can get a mobile hot spot from your carrier but that still connects to the iPad via WiFi and comes with a monthly data plan like a cell phone.

I'm from Italy but I'll soon go on an exchange program in the US. I wanted to buy an iPad mini there because I'm going to need one. I think that iPad mini WiFi + cellular will be the best option so that when I'll come back to Italy I can use it with a local sim. But in the US I would use it as if it was only iPad mini WiFi, so I wouldn't buy an it&t/verizon sim, whereas in Italy I would buy a sim and use it as it is, WiFi + cellular. An apple representative told me its ok to buy a Ipad mini wifi cellular because they are NOT locked devices, I can just take the at&t chip out and put in another carrier. and it will work
I thought apple change the name from Wifi + 3G to Wifi + Cellular because it has features to work just like a cell. e.g. recive calls and text etc.

I'm fairly sure the Verizon CDMA iPad 2 had no GSM sim slot. So it won't work with any other carrier except Verizon.
As far as the AT&T version goes, it should technically work but will not support 4G/LTE cellular bands.
Given iPad 2's are no longer being sold, I doubt any that could be bought would have a warranty still. Or have at most very little of it left.
Why an iPad 2? its now 3 generations behind the current one.
Perhaps an iPad 4 would be a better choice.
