I wanna ask is it able to use the iphone in hk? bcuz i order it online on apple.ca and i am using the iphone 5 in hk right now but it seems like it cant read the carrier.

For the most part, yes.
Your Mac will run on 100-240 Volts and 50-60 Hz so you will not need a voltage converter. But, you will need an AC adapter to fit the UK wall plug.
The UK does use channels 1-13 for Wi-Fi and Canada 1-11, so if you try to connect to a network that is using Channel 12 or 13, you will not be successful.

Another thing to note is that if your cell plan/carrier supports it (it's free with Verizon Shared plans), you can also use your mobile phone as a mobile hotspot (Personal Hotspot on iOS devices) and use your phone's data to access the internet on the iPad. I purchased an iPad 3 with Verizon 3G/4G cellular built-in but have never activated it. I instead use Personal Hotspot with my Verizon Wireless cellular (phone) plan. If you go this route, you can save money over purchasing a Wi-Fi/Cellular iPad and just choose the Wi-Fi model. Anything that was on the phone is already gone. You have no choice but to restore. If you were backing up and syncing the phone on a regular basis, you should be able to restore your backup with minimal data loss.

I understand your frustration.
Fortunately for you, you can make your new phone to work; but to do so, you have to call your Chineese carrier and give them the IMEI number found on the SIM card of your iPhone.
They will then activate it and you will be able to use it.
It's NOT a matter of locked/unloked phone; it's a matter of activating (pairing) a SIM card with a phone !
Just call you Chineese carrier and have them register your SIM card with your new iPhone and you will be back in Business !

Read the system requirements for the programs you listed. Match them against the specifications of the machine you propose to buy. The more RAM the better, your hard drive size requirements and video card specicications may require the upgraded, not base, model or may eliminate the MBA as a platform.

You would need to call your mobile carrier and inquire about their policies and ability for "tethering."

Check the last sentence is the most important one: You can only use the certificate if your country is the same as the country from the gift certificate.
