Buying songs with PayPal

I am trying to use my PayPal account to pay for songs purchased in iTunes Music Store. I have it set up in my account info area, and I chose it to charge it to a credit card in my PayPal account. When I click Buy Song, it comes up with an error reading:
"You cannot buy because your account has been disabled. To continue using your account it must be enabled by the iTunes Music Store Customer Service. You can contact Customer Service at http://www.apple.com/itunes/storesupport"
I can't find ANYTHING to help resolve this issue!
PS I don't know if it matters, but we are using my wife's PayPal account that has her email address on it. We've had it this way for a while, then all of a sudden it doesn't work anymore. Can that be the reason? Even if we have an email saying that our billing agreement was created?

Click on your username in the gray box in the upper right hand corner
Your Accout info should appear
Click on edit credit card
Change from credit card to pay pal

If your credit shows in the top right side of the itunes store, then it will take it from that balance.

Cannot Buy Anything With My PayPal balance

For the past 2 days I have been trying to buy stuff online from Ebay, League of Legends, and a couple of other stores and when I am check out with paypal I am getting a error message as soon as I am going to send the money saying "This payment cannot be completed and your account has not been charged. Please contact your merchant for more information." Contacting paypal was completley usless for me and it is such a pain. If anyone has resovled this please tell me. Thanks

Do you have a backup card linked to your PayPal account as well? Only normally you can't use funds in your balance without one linked.

then credit card details will need to be entered before the account can be used to download any item from the store.

If you have a credit card on file, yes; it'll use up the balance and charge the remainder to the card. If not, you'll need to add one or redeem a different gift card first.

TS1424 Why was I billed a dollar for buying a song with a giftcard?

More than once I have bought a song with an itunes giftcard and found my debit card was billed one or two dollars. This amount is never the same cost as what I purchased and simply reads Itunes in my checking. Is there a service charge I am missing? I tried to contact apple but found myself in an infinite loop with an incapable machine that refused to actually be helpful.

Based on what you had said, that doesn't make any sense. The only thing I can suggest is that you, select the content which is causing a problem and use the 'Report a problem' button in Your Purchase History on your computer.

That's what happens when you share the same iCloud account. First, migrate his phone to a different iCloud account using a different ID (you can continue to share the same ID for other services such as iTunes if you want). To do this, on his phone save any photo stream photos that he wants to keep to his camera roll (unless already there) by opening your my photo stream album, tapping Select, tapping the photos, tap the share icon (box with upward facing arrow), then tapping Save to Camera Roll. If he are syncing notes with iCloud that he wants to keep, you'll need to open each of your notes and email them to him so he can later copy and paste the text into new notes created in his new account. Then go to Settings>iCloud, tap Delete Account (which only deletes it from this device, not from iCloud; this won't effect your phone), provide the password to turn off Find My iPhone and choose Keep on My iPhone when prompted. Then sign back in with a different Apple ID to create his new account and choose Merge to upload the data. After doing this, he can go to icloud.com and safely delete your data from his new account.
Then, if your contacts were on your phone when you last backed it up to iCloud, you can restore them by following Winston Churchill's user tip here: https://discussions.apple.com/docs/DOC-4841. This involves turning off your wifi after your phone restarts during the restore process, then saving the contacts on your phone and deleting them from iCloud prior to turning your wifi back on and allowing the restore process to finish. You can turn off your wifi either by pulling the cord out of the WAN port in your wifi router, or by simply unplugging it.

If you've forgotten your answers to your security questions then you can get them reset : If you forgot the answers to your Apple ID security questions
If you have a credit card on your account then its details have to complete - and asking for their details is also a way of checking that you have a valid billing address in that country. As long as you are buying content for yourself and not trying to gift content (you can't use your balance for gifting) then the purchase price (plus any applicable taxes) should be deducted from your balance.
