Camera not working, no apple store in Lima

Dear all
Thank you in advance for your help and pleas, hope you all can excuse my english...
So here is my problem:
1) Two weeks ago I bought an brand new iphone 4 in the US. The iphone was brought to Lima, Perú where i currently live.
2) The camera is not working and searching the web has made prety clear that is because of a hardware issue
3) There is no apple store in Lima and when i ask apple what to do they give me the contact number of the two telephone companies that work here (but they didn´t sell the phone to me so wont take care of solving the problem).
4) Can´t contact apple care number from Lima
Any ideas?

This is quite strange, as MAS is really the same store as iTS. It's the same account.
This issue has to be something else going on with your system, and not at the Store's end.
How about make a new user account for testing. And see what happens when you try to use your Apple ID through there.

PhotoBooth, FaceTime and QuickTime both say that there is no camera attached when I open them on my MBP mid 2010
Skype works just fine...
Please sort this out Apple.

Hi, I tried to click on the site identity icon, but there only appeared a reference to Google Talk plugin (Block or continue allowing). Then I manually checked permissions, and changed Camera from "default" to "always allow" on Gmail and Google Talk. No changes at all. After all I have done, I still think it's not a problem of permissions, but a problem of this specific driver not being recognized in Flash / Firefox. I tried with like 10 different versions of Firefox (40, 39, 38, 37 ...) and several Flash versions too. Reinstalled the camera a few times, the Intel HD graphics drivers, removed camera, used default drivers, then used the ones from Lenovo ... When I click in the plugin message nothing happens, I can see from the source code that it's a Flash message.

If you restored as New and still the problem persiist, then it time to take a trip to the Apple store.

If you are updating from iOS 7+ to 7.0.4 then did you have Find My iPod enabled on it ? If you did then it might be asking for the password for your account when you set that 'on'.
