Can a wifi ipad mini be upgraded to use 4g later ?

I want to get my boyfriend an ipad mini for Xmas.  He isn't sure he wants anything more than wifi right now.
I want to find out if I can buy an ipad mini that he can uses on wifi, can he later sign up with AT&T to get a data plan to use it on the 4g network ?
Or do I have to purchase the ipad through AT&T now and pay the data plan ?

It is not possible to upgrade an iPad to cell capability internally. The only way to get cell capability in a WiFi-only iPad is to either get a MiFi device - for AT&T see:

or tether the iPad through a cellphone with tethering capabilities. If you think your boyfriend might want cell capabilities in the iPad at some future time, you'll want to purchase the WiFi+Cellular model now. Cell plans are all month-to-month in US-sold iPads - there are no long-term contracts - so he can sign up at any time, and cancel at any time.

    Yes you can still connect to WiFi. You can activate cellular when you need it.

    After weeks of testing, i found the solution of my question. It´s quiet simply!!
    1º iPhone (3G Internet acess) connected to Mac mini by USB or BlueTooth or WiFi.
    2ª in Mac mini must be activated in "Preferencias", "Compartir", the option "Compartir Internet",
         "Compartir Conexión desde":   iPhone USB  or  Bluetooth PAN
         "Con otros Ordenadores vía":  Ethernet
    3º Ethernet cable must be connected from Mac mini to Time Capsule !!
    4º In Time Capsule "Internet":  connect by:  DHCP
                                 "Network": bridged
    Nothing more!!!  Sooooo simply!!
    After this, Windows XP SP3 connect without problem over TC´s WiFi or Ethernet to the Internet!
    Also other Devices like IPad, or other iPhone, etc.
    Of course it can be a created a WiFi connection (PPP) between the iPhone and the Mac
    and it´s working to.
    But ALWAYS, by changing the connection mode, must be changed the Thethering mode.
    In- and Out-Going!

    After I upgraded to iOS 7.0.2 I can't sync iPad mini with PC (on Windows XP). I keep getting the folowing message: "The iPad could not be synced because this computer is no longer authorized for purchase items on this iPad". I tried everything:
    1) De-authorizing and rebooting (about 100 times);
    2) De-installing and reinstalling itunes;
    3) Deactivating the firewall;
    4) Run Diagnostics (result - all works fine including sync);
    5) Tried to look for the "SC info" directory or file everyone is referring to in the Computer (Hidden files) of the iTunes directory - nothing;
    6) Ticking and unticking the |Sync over Wi-Fi" option;
    7) Changing backup from iCloud to this Computer and back.
    I am using the admin account on my PC - doesn't help.
    I cannot sync anything at all.
    BTW - on the PC and on the iPad - everything that is there plays OK. I can get stuff from iStore both from iPad and from the PC - but I can't sync the two.
    It looks like an iOS 7 bug to me - any ideas or advice?

    No I have tried multiple connections, at home, at work, and even at my church but to no avail.  For example I have recently purchased a CD from Itunes using my computer, but my ipad will only play it from the cloud.  I've tried to download straight from my Ipad and that too does not work.  When ever I try to plug the Ipad into the computer a window pops up and says that the sync has failed.  If I try to drag the file to the Ipad it will say it's loading than just quit before it transfers.  hmmm.  I hope they get this bug fixed some.  would really like to have that CD to isten to on the go.   Another issue I am no having is the apps are having trouble updating.  I have tried to turn off auto update and do it manually and that too is failing.

    iOS 7 requires an Apple ID and password, usually the original one that registered the iPad.

    Do you qualify for a tax free purchase?  The online stores will collect the required taxes for their country and region.  I know in the USA, if you are a tax free corporation, and you purchase it directly with a corporate account, you can get an item tax free using the company account and the corporations registered tax exempt number.  But an individual citizen cannot avoid paying the appropriate required taxes when shopping the online Apple web store.

    The Apple Stores will not ship out of their country, and I believe similar restrictions are placed on authorized resellers. So no, that will probably not be possible. Unless you or someone you know will be traveling to Singapore, your friend will probably need to wait until the iPad mini in Thailand is released, which I would recommend anyway since until it is her boyfriend would not be able to get any service on the iPad mini should service be required.

I am currently still within the 14 day return/exchange window but how can I exchange it if the new ipad mini release date isn't until "later in November", which would be beyond the 14 days from my purchase date?  If apple announces a new version of a product you just purchased but won't actually release it for more than 14 days, how can you possibly exchange the one you just bought?  Is my only option to return the one I bought on the 10th (so return by 10/24) and then not have an iPad until the new one is available for purchase?  Or would it make any sense to return the one I bought, get a new one, which would presumably have another 14 day return window, and then exchange THAT one for the new ipad mini w/ retina when it comes out (hopefully within that second 14 day window)?

    Call the apple store you got it from and ask them. Sometimes in the past they've extended the 'no questions asked return' but only Apple can tell you for sure.

    Contrary to the opinion above, I see no reason whatsoever why you can't set up the new iPad from the backup of the old one. Obviously you will have app updates to make and complete and that sort of thing, but if you want to retain all of your app data and device settings (some of which will change because of the updated iOS), I would certainly restore from the backup first.
    If you find that to be problematic, you can always start all over again.

    That is the way is is supposed to work. Your MBP does not supply enough power to charge the battery efficiently. It may be charging, but at a trickle rate and it will show as not charging. That is why a power adapter is included with the iPad. Use it.

    You can buy an iPad in store yes - you can't buy online from, for example, the US online store as none of the Apple stores ship overseas. If you are buying a 3G version then the US Verizon model is CDMA based and doesn't use micro-sim cards; the AT&T version does use micro-sim cards so you should be able to swap in a local sim card.
