Why we cant use commit in trigger, can any one give proper explanation
You shouldn't use a commit in a trigger if it's part of the same transaction as the action happening on the table.
Eg. Suppose you have a table that stores details of orders, and it has a trigger that updates the stock table.
If a customer comes along and creates an order but decides part way through that actually, they don't want the order after all, the transaction is rolled back.
If you don't put a commit in the transaction, then the stock table details remain unchanged - no order, so no stock reduction. If, however, you forced the commit to happen in the trigger, you now have no order, but the stock table details have changed.
That's not what you want to happen!
Sometimes it does make sense to have a commit in the trigger, but this is very much the exception. If you come across a table mutating error, it usually means that you have a problem with your design and that you need to rethink it, NOT bodge it by using autonomous_transaction and a commit.

I dont know clearly whether it supports or not.But Call transactions are good only if you want to handle the return messages in your code and act accordingly. So, let us say you create a sales order using call transaction method, and as soon as you get the success message with a sales order number, you want to do something else, then a call transaction is useful. Similarly, if you have an error returned from the call transaction, then you want to report it(error notification), store the source record(may be in an error file or a table), or store the error transaction data(by inserting into a batch input session) for reprocessing. So a call transaction will give you the control after the transaction call is completed. If you want that control, you can use it. But remember that it uses up a lot of resources unless you take care of how it is processed.

in change mode, the creation of windows, windows allignment and convert original lang. are in disabled mode , here i have to change the window size to add some text , is there any other method to change the language and to get these things in

you can do the following steps:
1) go to se38
2) type your program name.
3) select one of the radio buttons available there " attributes".
4) click on change.
5) you will get a screen.
6) there you can change the title of the program as your wish.
7) save it and actiavte it.
8) execute it.

As we know every new version is a upgrade version of previous release.
So new version is always better, but there is some scenario when previous version could be better like 9.2.x is better and stable version than 9.3.0 (As we find)

Creating procedure -- can any one give help

I am a new user of PL/SQL , I need your help in creating my procedure as I need to use it to extract a report for my department.
This report is to audit customer installment, getting his information for some tables , then add a new two columns in the extract which is Validation flag and violatin reason.
as follow
Cust Name Account Number Validation Flag Violation reason
in valid. flag either to be yes or no, that mean this report has to check for some condition as depend on the result it set the validation to yes or no
the validation conditions (which mean customer is valid to have installement) :
- he should pay his bills on time_each month and this can be checked throw table.
- he should pay at least 3 invoices since he register in our company.
if the above conditinons passed the flag set to YES, if not the flag set to NO.
so please I need an Idea on how can I do this.
