Can Apple TV be used as a back up drive

I'm looking for a external hard drive to link to a couple of macs using Airport - I noticed that the Apple TV comes with a 160GB drive - which should be enough for my needs - is it possible for me to use the Apple TV to store regular files as well as movies, music and photos?

Well, the AEBS at 6.5" X 6.5" and the Apple TV at 7.7" X 7.7" aren't exactly the same size, and I'm not sure there is a USB hard drive that stacks perfectly on top the Apple TV. However, Lacie makes a stackable drive with the exact same dimensions as the Mac mini and the AEBS. Newer Tech sold by Other World Computing also makes a stackable drive exactly the same size as the AEBS and Mac mini. I own the Newer Tech "miniStack" so I know a little more about that one. It's a combo Firewire/USB2 drive that doubles as a hub:

The Apple TV can't stream content from the Internet, unless it is through a pre-installed app that runs on the Apple TV, of which there are about a dozen.

The only times I've tried - on holiday/vacation with no broadband - this has failed because Airplay of protected content requires a brief authorisation connection to Apple's servers.
Conversely an ipad hooked up to a TV using the HDMI adapter works without internet for media stored on it as does a Mac computer running iTunes eg MacMini with HDMI out.

If you mean an AirPort base station other than the Time Capsule, it doesn't have internal storage.
If you mean a Time Capsule, its internal drive can be used for regular file storage but shouldn't be; as with all drives, it'll eventually fail. You're better off using a standalone drive and setting Time Machine to back it up as well.

The Samsung.. may not be able to see the Time Capsule hard disk..
because it does not contain any files it can read.
because it is not conformed to standard SMB file system.. the TC name is often illegal.. remove all spaces and special characters and keep it short.
Same for wireless name and all passwords.
There is no media player in the TC so it is useless for your TV even if it can see the hard drive .. the TC is a dumb backup device.

A good idea would be to contact Apple's iTunes Store customer service and let them know your account has been compromised. It may not get your computer back, but at least your credit card number which you opened the account with could not be used to purchase items at the store.

No, sorry you can't do that.
AppleTV is in effect a stripped down Mac rather than a device that streams the video output from another device.
The AppleTV display output is generated by the AppleTV, so the device can only handle a limited set of media types either streamed to it wirlessly or synced to it's hard drive (plus some YouTube functionality).
AppleTV decodes and renders the media data rather than iTunes.
If iTunes rendered the data and sent the frames to AppleTV or allowed other apps to replicate the desktop it would be great, but it doesn't.

Can you use it in such a way that you put movies and music and home vidoes on there to be accessed on when on the network along with using it for backing up data. Could it be used in such a way that you can access your files when on wifi from anywhere?

TC is not designed to be a NAS.. principally it is lacking any means to back itself up. And TM cannot backup a network drive.
If you put data on it like your movies and music in raw format that is fine.. if you put your itunes or iphoto etc library on it.. you will find it is slow to start, quick to stop, stutters and has issues. Also wireless frankly is just not that good.
I am not sure how far away is anywhere?? Do you mean remote access? That is possible via btmm using icloud.
The problem is, TC is not a media player.. it is a dumb as a board hard disk in a router.
How are you going to play your videos or music unless you move itunes library onto the TC??

You most certainly can. What you want to do is to go to System Preferences>Time Machine>Advanced> and exclude everything except the files you want to bring over. Then, plug the Time Machine Backup into the new machine and use Setup Assistant; It'll walk you through the rest.

Can apple, in it's largesse, bring back Expose, as it was in Snow Leopard?

I'm a professional photographer, and one of the most useful features in Snow Leopard for me was Expose. Many times, I have several photos in process at the same time, as many as a dozen shots. Expose made it easy for me to see all of them at a glance, which helped me to quickly pick out "winners", check for consistent colors, and click on a photo for additional work. By comparison, Mission Control, or Spaces, or whatever it's called does not neatly arrange individual windows across several applications the way Expose did; does actually - I still use Expose in Snow Leopard, and it's rather tedious to transfer files back and forth from one Mac to the other in my office/studio just so I can use Expose. It would be great to bring it all back to my primary Mac that runs Mountain Lion. So, Apple, if you are reading this (it is said key Apple employees do read discussions like these), PLEASE bring back Expose. It was one of the coolest, convenient, and most user friendly out of all of your numerous innovations!

Current AppleTVs require a TV with HDMI.
You may find some dubious adapters out there which purport to convert to other formats.

I'm not quite sure what it is you're looking for, but yes, the Apple TV can stream music from iTunes. With the Apple TV, you control the playback through the Apple TV, which means that it must be connected to a television. It's not like the Airport Express where what gets played is controlled by iTunes on the computer.
