Can apps on the iPad 2 only be used when wifi or 3G is available?

Probably a very stupid question but I am wanting to know if you can only access applications if you are in an environment that offers wifi, or if you have to have 3g to work applications in places that don't offer wifi. I am looking to get an iPad 2, but want to be sure I can use my applications pretty much where ever I want. I mostly want to be able to access books, facetime and things like that.
Also curious if there is some type of list that I can look at to see which apps work without an internet connection. If there is such a thing, where can I find it?

For the most part, productivity apps will work without an Internet connection - word processing apps, spreadsheets, presentations - some may not have all of the bells and whistles that the apps offer - - but you can stil get a lot of work done with these types of apps - and you can add the bells and whistle items later.
FaceTime only works with WiFi so that answers that - texting apps, video chat apps - all need an Internet connection of some type.
Once you completely download movies or books, they can be be viewed and read offline.
Really - the iPad is very much like a computer in this regard - if you can do something on your PC without an Internet connection - if there is an app or a similar function on the iPad - chances are very good that it will not need the internet either.

    Turn off iPhone cellular calls
    To turn off iPhone cellular calls on your iPad or iPod touch, go to Settings > FaceTime and turn off iPhone Cellular Calls.
    On your Mac, open the FaceTime app and go to FaceTime > Preferences. Click Settings and deselect the iPhone Cellular Calls option.

    I am updating and adding apps in configurator.  The iPad was working until I added apps.  I will not turn off.  Can take a screen shot; however no apps will open and iPad will not shutdown.

    Perform a Reset on the iPad (different from just restarting).
    Hold down on both the Sleep and Home buttons at the same time for about 10-15 seconds (ignore the red slider button). Keep holding both buttons until the Apple Logo appears. When you see the Apple logo on the black screen, let go of both buttons. This reset fixes a lot of iPad issues and might work to resolve the issue you're experiencing.

    bought ipad two years ago for gift , couple of days ago i tried to updating the system and when it finished, it asked me to sign in using my apple ID. When i tried it told me i can t use this ID to unblock this device.  what can i do ?

    Try contacting the designer of Find My IPhone. iTunes offers app designers "Rate My App" feedback from it's users. Scroll through it's responses. I've done this step before purchasing a proposed app for personal use. I've learned through other users what they've experienced using the designer's app. Also, sometimes a contact address is provided by the designer to contact them personally. Try tracking YouTube users for Find My iPhone. Sometimes valuable knowledge is gained by their tutorials to overcome iPhone problems. Hope this helps you. You're in my prayers.

    Try searching for the name of one of your videos on the iPad's spotlight search screen - swipe your first homescreen to the right, type in it's name, and if it finds it tap on it to see if it plays.
    If that doesn't work then try closing the Videos app via the taskbar : from the home screen (i.e. not with the Videos app 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the Videos app to close it, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
    A third option if the two above don't work is a reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

    You don't need two separate libraries to manage two devices.
    I suspect the reason that the apps are appearing in both libraries is that you have enabled automatic downloads in iTunes and automatic syncing of apps so that all your purchases end up in both libraries, defeating your original aim.
    Why not use a single library and make playlists for the media content you want on each device? Disable Settings > Store > Automatic Downloads > Apps on each device, then connect each device in turn and turn off Automatically Sync Apps on the Apps page.
    You can now manage your devices independently, while only having to manage the content of one iTunes library, instead of two.

    Most apps are designed for both devices.  Some apps are only designed for the iPhone but will work on the iPad - when used on the iPad you get a small screen that looks like an iPhone (rotation etc... is also more restricted like an iPhone).  Some apps only work on the iPad which are specifically designed for the iPad screen real estate - I have a mariner navigation app like that - use it when crossing the Great Lakes on my sail boat.  When you go into the App Store you will note that you can search for iPhone apps or iPad apps.

    I have reset ed the Fios router to factory setting and restarted the DVR box but I still can't get the iPad to control the DVR. the iPad will change the channel on the non dvr box and I can program the dvr on the web site but I can't get the iPad to control the DVR

    Welcome to the Apple Community.
    You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
    Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely.

    I'm sorry about your loss.
    Are you trying to recover data from this iPad, or to set it up as new (erase everything on it, and simply use the iPad as if it were brand new as your new iPad)?
    If the latter, you can place the iPad into recovery mode as shown here.  You may have to try this several times:

    So, I can download my ipad apps to the ipad fine.  However, on the apps page once connected to itunes it is blank?

    To be more clear and specific.  I plug in my usb cable to my desktop and find the Ipad device listed in Itunes.  I click on that device and see the summary page.  Two tabs over is the Apps tab.  The left hand side shows all my apps (whether Iphone or Ipad apps I have purchased on this computer).  However the right hand column, which typically shows how to organize your apps is blank.  HELP!
