Can Contribute / Dreamweaver do what I need it to do?

Question

I am in search of a Content / Document Management System that
my co-workers and I can use in our Web Development department. We
do all of our development and updates to the site using Dreamweaver
CS3 (not Contribute). Our Web Development department is doing all
of the development, design and maintenance of the entire site.
We've never given anyone outside of our department the ability to
update content on our site - nor do we think we ever will.
We would like the ability to continue to update existing
pages as well as create new ones in Dreamweaver CS3 (or better). We
would like a process / workflow system in which has versioning and
rollback capabilities. We also want to be able to keep track of who
edited an existing page or created a new one - as well as who
granted approvals on changes to the page. Besides rollback
capabilities, we would also like to be able to see what changes had
been made between the current and previous versions without a full
rollback of the pages.
Is this something that Contribute CS3 (or better) can do - or
does Adobe have some other solution available like Version Cue (but
I can't find if it is supported by Dreamweaver)? If they don't have
a current solution, does anyone have a suggestion of where we could
look for one?
