Can I activate I cloud without my ipad? I got stolen but I have my serial number, can I do something?

Hi I got stolen my ipad and I would like to lock it down or locate it. I didn't see any utility at first to use icloud so didn't activate it at first. Can I do something if I got the serial number?

You can report it to the police and give them the serial number. Apple does not track stolen devices. If you did not have iCloud, Find My iPad enable, you cannot turn it on now.
You should consider changing any passwords, contact your bank or credit card company - whoever you need to contact -  since much of your personal and/or banking information is probably on the iPad.
