Hello Blake,
the view you added to the IDR via the ACA API is just like a normal UIBB block that you add to
other places, like OIF mainviews and subviews. Therefore when it comes to the matter of communication
between UIBB blocks you may stick to our following recommendation for that:
-> Use a shared ABAP class: That is to say, you create your own ABAP class and realize it as a singleton.
    That means at runtime there is only one instance of it. You can look upon our own FPM class cl_fpm in
    order to see how that is technically realized, look especially at method get_instance(). Now let's asume
    you have UIBB A and UIBB B that need to communicate with each other. Now just call get_instance()
    of you own ABAP class in each UIBB to get a handle to the singleton reference. From now on both UIBBs
    can communicate via method calls of the singleton class.
-> Use our shared data concept. Please have a look into the cookbook for how that is done.

BTW: I had a look at your screenshot. I have to say that I does not look like conform to the UI guidlines.
         That is because an icon is displayed without having an explanatory text assigned to it. Therefore
         I recommend strongly to contact your UX colleagues and discuss the matter with them.
