I have a Toshiba computer and want to use Icloud for to back up photos, music, etc. How is that done?

Yes, if you purchase enough storage space. But it's far better and less expensive to buy an external hard drive and back up to it. Windows has plenty of backup utilities to use.

    You cannot see photos backed up in iCloud on your computer.
    Camera Roll photos backed up to iCloud are still in your Camera Roll on your iPhone.
    You need to regularly sync the photos to your computer. (then you can see them on your computer).

    You can redownload music purchased from iTunes as explained here: http://support.apple.com/kb/ht2519.  Music from other sources can only be accessed from iCloud if you subscribe to iTunes Match.
    Photos can be transferred by putting them in a folder, then selecting the folder on the Photos tab of your iTunes sync settings and syncing.  Or, you can transfer them over wifi by using an app like PhotoSync.  To stream them with iCloud, you have to set up iCloud on your computer as explained here: http://www.apple.com/icloud/setup/pc.html, enable photo stream, then add photos as explained here: http://support.apple.com/kb/PH2606.

    If your back up continually fails, you might try turning off back up on your mobile device (settings > iCloud > storage & backup) and then deleting the backup file from iCloud by swiping the backup file on the mobile device (settings > iCloud > storage & backup > manage…) and then turning back up on again.
    Being able to back up to the cloud can be very useful, especially if you don't have access to a computer or have infrequent access to one, however unless you specifically need to use iCloud for back up, you will find backing up to iTunes significantly more convenient and possibly more reliable.

    I would check and see if the apps are still in iTunes on your computer and sync with the computer again. Just because we now have WiFi sync at our disposal does not mean that you can't sync with the computer again.
    If you have a backup on your computer, you can restore from the backup first and sync any apps that are still missing. I think you can only restore from iCloud if you restore your iPad to factory settings using iTunes on the computer anyway. I see no way to restore from iCloud simply by using the device itself. I'm pretty sure that is how you must do it. Perhaps you have to erase all content and settings on the device and then restore with iCloud and I assume that would work as well. I see no setting in iCloud on the iPad that lets you restore from the backup, so you still have to restore to factory settings some way.
    So while we are free from the computer in some ways, IMHO - it still handy to be reliant on your computer. I may be missing something - but after watching a couple of videos about restoring from the cloud, that is the way I think it works.

    It's too late for that. Maybe you should consider setting up your next iPhone to backup to iCloud... it happens automatically without user intervention once it's set up. All that's required is a power source for the phone and a WiFi internet connection.

    ... and if you do opt for crashplan or a similar service, be aware that it will take one or more weeks to back up the entire mac.  These services only back up a little at a time.  They do have a service (CrashPlan does) where you can perform a backup to CD and mail those disks to them.
    Since you are using Time Machine, you could use a second external drive to back up to (TM can back up to multiple locations).  I have an ext drive at work and at home and back up to each.  In your case, do a TM backup to the second drive and then place it in a different location, if security is your concern. 
    If, on the other hand your intent is to have your data available in the cloud for access from other computers, then CrashPlan is not your solution - it is only a backup service.  You could look into Google Drive or DropBox and then copy the critical files to either of these cloud services.  You can access the files from anywhere.  But I would not put the entire mac files there, it would be quite costly - assuming your mac uses up a lot of disk space.

    You can't save or download an iCloud backup from a computer.  You create an iCloud backup from your phone using wifi, not a computer.  You also restore from an iCloud backup using wifi on your phone, not a computer.
    If you backed up your phone to your friend's computer using iTunes, the backup is on your friend's computer, not in iCloud, and can only be restored to your phone from his computer.

    First iPhone 4s; I use Windows 7 computer. While it is very convenient to have phone automatically backup to iCloud - given my early experiences with Apple and the sync of iPhone via iTunes hanging on the last step and never completing and I had to restore phone to factory settings - I am reluctant to trust backup only to iCloud.  iCloud backup would come in very handy a) when traveling and perhaps not having the external drives I use for backups; and especially b) in case disaster hits iPhone and I need to restore.
    Backup to computer is under my control, and it is easier to make multiple copies and store as much history of backups as I choose. In addition, I believe that iCloud does not backup everything. In additon to it NOT backing up music unless it was purchased from iStore, what else does it NOT back up?
    So for the above reasons I am planning on automatically backing up to iCloud, AND backing up to computer weekly as well as prior to any software update, or other major thing I might do to phone. I'd rather have too many backups as insurance than not enough. It seems that it is less convenient to backup to computer, unless there is something I am missing. It seems that the steps are:
    1) Open iTunes; connect iPhone via USB.
    2) When it is recognized, on Summary tab move check mark from backup to iCloud to backup to Computer; click apply.
    3) Eject iPhone; unplug USB.
    4) Close and restart iTunes; connect iPhone via USB
    5) Now iTunes will create backup file.
    6) In my case I make copy of this backup file from C:\Users\Name\AppData\Roaming\Apple Computer\MobileSync\Backup to where I want to keep history.
    7) In iPhone now must turn back on backup to iCloud
    Is there an easier way (set of steps) to backup automatically to iCloud, AND also make manual backup to computer?
    Can I "force" iTunes to store computer backups to a different location than is shown in step 6?
    Does iTunes automatically delete/over write earlier backups to computer? How much history does it keep? Am I correct that if I rename the backup file by pre-pending it with say "iPhone_" that iTunes would never delete/overwrite it?
    Are there other reasons for taking the time to backup to both iCloud and to computer?
    Thanks for cutting my learning curve on the important though often neglected issue of backup protection.
