Can i buy and use apps from a different store

Wanted to buy (Crazy taxi-By Sega), but it says that it isnt available at the Indian Store and asked me if i wanted to change my store to US.
Can we do that?
Will i be able to use these apps bought form other stores??

The short answer is, no, you cannot buy from another store.
The iTunes Store in a country is intended only for use by that country's residents, and only while they are in the country. To use the iTunes Store in a country you need a credit card (or other card type if acceptable in a country) issued in that country, billed to an address in that country, and also be physically present in that country when using the store. You are also restricted to waiting 90 days between country changes.
E.g., "The iTunes Service is available to you only in the United States, its territories, and possessions. You agree not to use or attempt to use the iTunes Service from outside these locations. What happens when you try to buy an app, does the 'buy' button not work, do you a message about your billing info, an error message about something else ... ?

My parents, like many middle class people, only make so much money. My old Ipod Nano broke, and my friend was thinking on giving me her Gen 4. My parents had 0 faith in my friend and went out and baught a used GEN2-- and two years of insurance. I cried from joy. As I don't have a phone, this is a great oppertunity to get a texting app and some other cool apps. Or so I thought. I stayed up for a long time last night trying to figure it all out. Sure, I had internet access, but not much else. It said it needed an update for it to be used with the apps, and from what i gathered, it was possible. I keep trying to figure out where to get the update... From what I've heard.. you have to update with them. no buts. My family doesn't have that kind of money, I'm lucky to get my paws on this. I'm worried they just wasted 150 dollars on nothing. Honestly, they make millions and millions of dollars. I don't think it could cost that much to update all the generations, more people would be on board then; not find out that they need to spend 300-400 dollars every time a new one comes out. but no, they need to make more new ipods/phones that arent even that much different.. maybe a bit bigger and with new updates, but honestly... I think that'd take more money than give. I really was exited, but I'm not so sure I should be anymore. What do I do?

That version cannot be upgraded further if it's a 2G model. The 3G model can be upgraded to iOS 5.x.x. You can't have a 2G model because the maximum iOS version is 4.2.1.

I had the same error when trying to update my apps on my ipod touch. I tried to input my security code numerous times to no avail. I also made sure my billing address was the same as what my bank had on file. To fix the issue I went into iTunes, logged onto the iTunes store, went to account settings and reviewed my recent purchases. Turned out that I had made a recent purchase and didn't have enough money left on my credit card to pay for it at the time. I paid off the credit card, and then input my security code once more and now it works fine. I've heard that some debit or pay as you go credit cards require a minimum balance, so make sure you have at least that amount in your account.

What would you want with 2 upgrades if you have only 1 qualifying product? That's simply not possible since the upgrade serial is tied to the serial number of the previous product. Otherwise your CS5.5 will remain fully functional when you install CS6.

We all know the Mac App Store only offers Maverick but you can still get it from the Apple Store site or by phone. Again, i-devices are not realy intended to be used as stand-alone devices, certainly not when you're talking about extended options. We do use an iPhone without a computer but it has never been synced in the 2 years we have had it and has no media on it other than what is produced by the camera.
You talk about downloading new music, but without the Mac you pretty much won't be able to do that anyway. You can purchase music from the iTunes Store and then it is, or course, in iCloud and can be downloaded to other devices too from there (with small limitations into which I won't go).

If GSM unlocked it will work on supported networks except LTE services
Remember Warrantee of iPhone is limited to the country of sale, EU if bought in any European country.

No, but take another look at "Refurbished". They may not be pre-owned at all. They might just be unsold leftovers, or refurbs that never left the factory. I bought my iMac as a refurb and there was no indication of any previous use anywhere on it.
