I want to transfer songs from my brother's itunes library to my shuffle, but when I plug it in his computer, a message saying that his library is not linked to my library (or something to that extent) and whether I would like to replace the songs. You'll have to setup your iPod to manual instead of automatic update (I'm not sure, though, if it works with the Shuffle as well).

Different account or different computer? It is two completely seperate things.
While it is possible to have media on the device from multiple accounts it is not possible to sync with multiple computers.

Unless you can show some form of residency you cannot buy from another country's store. The question on cross store purchasing is asked frequently so I'll just quote the most complete answer (courtesy of Dave Sawyer) from the many given:
In order to buy from any given country's iTunes Music Store, you must have either:
a) a credit card with a billing address in that country, or
b) a mailing address in that country and a gift certificate or a prepaid card that was bought in that country.
If you cannot fulfill one of these two sets of conditions, you will not be able to purchase from any given country's iTMS.
.......this is due to restrictions placed on Apple by the record companies and other rights holders (who are often completely different from country to country and so all require their own individual negotiations and contracts), not by Apple's choice. And this also applies to all the legal download stores that carry major-label content, not just the iTMS.

No you cannot.
You can ONLY buy from the itunes store of your country of residence as proven by your credit card billing address AND you may ONLY buy while physically inside that country.

You canot easily change your country settings. The iTunes Store in a country is intended only for use by that country's residents, and only while they are in the country. To use the iTunes Store in a country you need a credit card (or other card type if acceptable in a country) issued in that country, billed to an address in that country, and also be physically present in that country when using the store. You are also restricted to waiting 90 days between country changes.
E.g., "The iTunes Service is available to you only in the United States, its territories, and possessions. You agree not to use or attempt to use the iTunes Service from outside these locations. If you mean iTunes Store accounts, there's really nothing for you to do. Just add the tracks to the iTunes library and play them. Music purchased prior to late-2009 will been to be authorized, though. Pull down Store > Authorize... and type the credentials of the Apple ID used to buy the tracks.

You could check to see if there are any other stores that you can buy the song from. How about the artist's website? I've bought a couple of MP3s and even CDs from Australian artist's websites.

Why are songs from other countries' iTunes stores not available for purchasing in the American iTunes store? I found a song that I had been looking for in the French iTunes store, but could not buy it. I was annoyed. Is there any way around it?

In order to buy from a certain country's iTMS, you do need
either: a CC with a billing address in that country
or: an address in that country plus a prepaid card/gift voucher issued by iTMS in that country.
If you don't meet one of this conditions, there is no solution for you.
-sorry but the copyright holders wanted it that way; it's their decision to offer a certain track in a certain country or not to offer it.
Tip; This question on how to buy from another country is asked several times a week in the forums. In the future, I would suggest you do a search on your issue to see, if it has already been answered, that way you don't have to wait quite a long time for a response.

But Apple won't be able to sell it there unless the rights-holder agrees to it - is it available on other music purchase sites that you have access to ?
