I live in the USA but I am traveling to Mexico in a couple of hours and I was wondering if I can purchase TV episodes of my favorite shows while I am over there? Someone told me I should be able to since I have a US account with a US Credit card. Is this true?

No, you have to be in the US to use the US store - whilst you are in Mexico you can only use the Mexican store (for which you will need a Mexico billing address on your account).
All the countries stores have terms such as the following for the US store :
The iTunes Service is available to you only in the United States, its territories, and possessions. You agree not to use or attempt to use the iTunes Service from outside these locations. Apple may use technologies to verify your compliance.

Here in the EU, free trade between EU countries should allow EU residents to buy whatever they want from any EU country. However, Apple's iTunes/App Store restrictions effectively block this, so I'm not sure how this is happening from a legal standpoint. I believe there may be some EU folks looking into it.
It's kind of weird that I can order a physical CD from any EU country and legally buy it from the UK. However, Apple prevents this for digital downloads by having it's "must have a billing address in the selected Store's country" rule. Basically going against EU free trade rules.
According to this article, it's to do with music licensing issues, which are done on a country-by-country basis, rather than the EU as a whole. But there are no such licensing issues with apps, so why Apple imposes the same restrictions I don't know.

No, you can only purchase from your own country's store - if you want to buy from the US then you need a valid US billing address and be in the US when buying from it. If there is a particular app that you want then you can try leaving feedback for Apple, but ultimately it's the app developer that will have to grant Apple a license to sell it there : http://www.apple.com/feedback/itunes.html

My daughter is on holiday in Florida and has lost her ipod! Is there a way of her accessing our Itunes at home and then downloading some songs onto a new device so that she can listen on the flight home?

The library is on the computer. There is no wireless streaming from your home computer to some remote device.
If she has replaced the iPod with another iDevice she can download past purchases directly on the device.
If she has a computer with iTunes, she can download past purchases directly on the computer.
Neither of these have anything to do with the computer where the iTunes library currently exists.

The iTunes Store only offers episodes or season passes to specific shows, not to an an entire network (the networks don't license content that way). There are some networks on the Apple TV, such as PBS, HBO, Disney, ABC and a few others that do have apps in the Apple TV (depending on your country) that allow access to content on those networks without having to buy a specific show. What happens when you try to buy them, does the 'buy' button not work, do you get any error messages ... ?

Since you disputed the charges with your credit card company, the CC company reversed the charges and Apple (correctly) locked the AppleID.

and explain what happened.

If you're referring to distributed processing on multiple computers and if they're yours, you don't need another license. Just sign in with your account info and download C4 to the other computer.
If that is not what ypu're referring to, please give a more complete description and perhaps someone can steer you in the right direction.

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 on the page that you posted from should let you reset them.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.

When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the page that you posted from to add a rescue email address for potential future use

Has your iPod been synced with another iTunes Library? If it has then you'll have to wipe your iPod to sync it with a new iTunes Library.

While that's an understandable desire, the publishers don't want you buying a book and sharing it with multiple individuals who others would buy it. The inability to "share" a book or pass it on to a friend or relative when you're done is one of the drawbacks of ebooks vs traditional print ... And consider that when you pass on a real book to your wife, presumably you're not reading it at the same time. :-)
Some other ebooks do allow limited (time-constrained) sharing of books - Barnes & Noble, for one, I believe - and they have an app for the iPad that would allow you to read books on it.
