Can I bypass the "computer says NO mentality"?

Hi,
I recently had a BT engineer out to my hosue to fix a phone line problem.  Superb bloke.  I wish all those people in sales were as useful as this guy.  I mentioned my slow BB speed and lack of infinity (separate topic elsewhere..) and he mentioned that my BB speed is being purposefully limited to 1.5Mbs due to possibe reliability issues.  He mentioned that if I am will to "sign a disclaimer" then BT would push my speed up higher.  Possilby even to 8Mbs.  To be honest, I am happy to do this - but just wondered if anyone has any experience of this?  I am going to talk to sales tomorrow - but I have already spent 3 months on/off talkng to them about infinity, so I don't hold much hope of talking to anyone who knows about this disclaimer.
I used to to be "at the end of line" for BB - but we have just had a fibre cabinet fitted in the village which i am told effectively reduces the copper distance from the exchange to your house.  So I shouldn't be classed as "at the end of the line" any more.  
Any suggestions?

hi a few things
1 there is no such thing as a disclaimer for speed
2 because there is an infinity cabinet in your village does not reduce your distance from the exchange as that cabinet will only be used for customers ordering infinity
the diiference is that fibre is connected to the new cabinet and that goes directly to the exchange and the the existing copper between the cabinet and your home carries the infinity service normal broadband services are still carried over the existing copper network to the exchange there fore your line is still the same  length as before
