I Have two iPads registered to the same iTunes/iCloud, can I move a device to another account?

A 90 day association only starts when you redownload past purchases, use iTunes Match or use automatic downloads : iTunes Store: Associating a device or computer to your Apple ID. If you can't wait until the 90 days have completed then you can try contacting iTunes Support and ask them if they can remove the association : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page. If they do and you log into a different account and redownload the songs then you are likely to start a 90 day association with that account instead.

This caused me to create a new account, and it can be used for the App Store and iTunes and all that, but I can't change the initial iCloud account (the one my mum made). My device keeps prompting me for the password every few minutes after updating to iOS 8, and I've tried every option possible to retrieve the password, but I don't even know the answers to the security questions and I can't find the password reset email anywhere and I don't know the back up emails my mum used. I literally cannot find any legitimate way to sign out of the initial iCloud account without entering a password (which neither I nor my parents know). Is there a way for me to retreive the password or change to my new account without the password?

    You can change the Apple ID in the Users & Groups preference pane.

    Thanks. I had tried that, but was still having problems. Then I realized that I was using three addresses on both devices.  Once I changed it to only one email on one iPad and a different email on the other, it worked great. Your message encouraged me to dig deeper and think differently. It worked. Thanks again!

    System Preferences > iCloud > Sign Out

    In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")

    if you want a Paid book account, follow the process outlined in the link supplied.
    Apple iBooks store set out these requirements and they do not deviate from them for Individuals.
    You need a new email address for a new account. You need an EIN USA tax file number if you are not a US citizen or US resident. You need to submit bank and credit card details...these can be the same as your iTunes account.
    However much you find the requirements difficult, Apple do not make exceptions.

    By "game center account", do you mean Apple ID?
    If so, you can change it.
    1. Tap settings and navigate to iTunes and App Stores
    2. Tap "Apple ID" and then tap "Sign Out"
    3. Log in with a different ID.
