Can I change the Apple ID on my iPad without reseting it?

I have a new iPad and would like to give my old one to my wife to use.  Could she just take my old one over with her Apple ID without a reset?

She can, you can log out of your account on it by tapping on your id in Settings > Store (Settings > iTunes & App Stores if it's on iOS 6) and she can then log in with her account. Any content on the iPad that was bought/downloaded from your account on it will remain tied to your account, so only your account will be able to download updates to those apps, but as long as your account is also authorised on the computer's iTunes that she will by syncing to she should be able to continue using them.

    Settings->iTunes and App Stores->Apple ID->Sign Out     Sign in with another Apple ID.
    However all Apps purchased with the previous ID will be forever tied to it and will always require it to update.
    So if you plan on changing owners its better to wipe the iPad clean, and let the new owner set it up from scratch.
    Settings->General->Reset->Erase All Content and Settings will put the iPad back to the way it was when it was first taken out of the box.

    To change the iCloud ID you have to delete the account, provide your password, then sign back in with the ID you want to use. 
    If you are changing accounts and need to migrate your data to the new account, start by saving any photo stream photos that you want to keep to your camera roll (unless already there) by opening your my photo stream album, tapping Select, tapping the photos, tap the share icon (box with upward facing arrow), then tapping Save to Camera Roll.  If you are syncing notes with iCloud that you want to keep, you'll need to open each of your notes and email them to yourself so you can later copy and paste the text into new notes created in your new account.  Then go to Settings>iCloud, tap Delete Account, provide the password to turn off Find My iDevice and choose Keep on My iDevice when prompted.  Then sign back in with a different Apple ID to create your new account and choose Merge to upload your data.

    To change the iCloud ID, you have to go to Settings>iCloud and tap Sign Out (at the bottom).  When you do you will get an option to keep a copy of the iCloud data on your device.  Choose to do so if you need to migrate the data to the new account.  On a Mac, you go to System Preferences>iCloud, click Sign Out, then sign back in with the new ID.
    To change the ID for other services (iMessage, FaceTime, iTunes Store, etc.), you tap the ID, sign out, then sign back in with the new ID.

    All Apple services use Apple IDs: iTunes Store, App Store, Books Store, Game Center, Find MyFriends, Find My iPhone, iMessage, FaceTime and iCloud etc.
    All purchased items are forever tied to the Apple ID used to purchase.
    In a family, you can configure iTunes Store, App Store and Books Store to use the same purchasing Apple ID.
    With that, one can share the items bought with the family without re-purchasing.
    Now for all the other Apple services, you can/should use a different Apple ID
    Example: My son and daughter both have iPod Touch, they use my purchasing Apple ID for books, music and apps. But they have their own Apple ID for the other service like FaceTime, Game Center, iCloud and iMessage.
    Now they can iMessage/Face Time me and their friends.

    If None is not available - On your computer launch iTunes and click "iTunes Store" in the left navigation pane. Click the "down arrow" next to your name at the top right side of the page and click "Account." Enter your username and password and click "View Account" to log into your account information. Next to your Payment Type, click "Edit." Select the "None" button and click "Done." Confirm that your card has been removed by returning to the Apple account information screen. Under Payment Type, it should say that there is no credit card on file.

    You don't have to do anything with the first iPod that you don't use anymore. If you are planning on keeping it, put in a drawer in your house and forget about it.
    You don't need a second account to use with the new iPod. I use one Appl e ID and iTunes library for two iPods, and two iPad. I have different content on all four devices. You can select exactly what you want to sync to each device and it can be different content on all devices.

    If you simply just changed the email associated with that appleid you can just delete and Re-download the apps.
    You can verify  the above step by going to the App Store on device > Updates>Purchased - if you see the app there just delete it from the home screen and redownload from the purchased section
    Now if you got rid of that account entirely, you will have to delete and re-purchase on your new account

    Try signing out of Messages using this method from iOS: Troubleshooting FaceTime and iMessage activation:
    To sign out of your Apple ID
    Go to Settings > FaceTime, tap your Apple ID, and select Sign Out.
    Go to Settings > Messages > Send & Receive, tap your Apple ID, and select Sign Out.

    Did you take a look at the new feature Apple - iOS 8 - Family Sharing ?
    Apple - iCloud - Family Sharing
    Up to now, songs bought from iTunes could only be played by the Apple ID that has been used to buy them.
    If you set up Family Sharing, your daughter can also play your songs and use the same contact info as before.
    If you don't want to do that, sync the contact info to the address book on your computer, and sync the info back, using iTunes:
    Sync your iPhone, iPad and iPod with iTunes using USB
    If the iPad already has her Apple ID and contact info on it, restore the phone from the latest iPad backup.
