Can i create a new apple ID, and still have access to the purchases i made on the old one?

I recently updated my apple ID email address, and Password to my current (newer) address. upon doing so iCloud went completely crazy, changed the timing zones on my calendars, and removed or changed data on my Mac, iPhone, and iPad.
i have tried, in vein, to get a verification email sent to me from apple so i can get my iCloud account working again, however no such email has arrived.
soon i will be taking my Mac to an Apple store to get the Harddrive wiped clean, as Mountain Lion has well and truly messed it up. what i am wondering is, if i where to create an entirely new apple ID, and start from scratch would i still have access to the apps and song purchases i made on the on the old account?

Well yes, but if you want to update those apps, you'd need to sign in under your old Apple ID to update them. It's really best to just stick to one Apple ID, or you'll run into association complications down the road.

If the backup you're trying to restore from is encrypted, you will not be able to use that backup if you can't remember the encrypted backup passcode.
If on a Mac, & you elected to save the passcode to your Keychain, you can recover the passcode from your Keychain. Otherwise, your data is unrecoverable.
While you can continue to sync/backup, if you can't remember it & want to remove it, you'll have to delete your existing backups & restore the phone as a new device. Your data will be unrecoverable.
You delete your existing backups here: iTunes>Preferences>Devices.
If you have data on your phone, like messages, you want to save, you're gonna have to use third-party software, like this, to extract them from your phone. Notes, contacts, etc, you can just sync back to your phone after you restore as new:

I believe you are referring to the Activation Lock feature in iOS 7. If you can not recall your Apple ID password, you will need to reset it via the steps in the second article below.

You can't merge Apple IDs. What you could do is set up your phone to use the same iCloud accout you are using on your Mac. To do this, go to Settings>iCloud and turn all synced data (Contacts, Calendars, etc.) to Off. When prompted, choose to keep the data on the phone. When everything is off, scroll to the bottom and tap Delete Account. Now add the iCloud account you set up on your Mac (with the same Apple ID) and turn syncing back on for Calendars, Contacts, etc. When prompted, you will probably want to choose merge, to merge the data on your phone with the existing data on this iCloud account.

Last week I changed my Apple ID. I was having some problems with getting "incorrect ID or password" message. sometimes it would accept my info and sometimes it wouldn't. I got tired with messing with it and decided to just create a new Apple ID and password. The new ID has worked ok, but my icloud account still comes up with my old ID. I tried to change that but couldn't without signing in with the old ID. I did several times but I always get the message "incorrect Apple ID and password". I tried using other password but nothing worked. Now I'm not sure what the password is. I have asked for a password reset to be sent to me but nothing comes ( using my regular email ). I have tried using the secret questions and I get them all correct except my birthday doesn't jive with what they say. I really need some ideas. My icloud account is essentially locked to me and isn't backing up my stuff. that's about all I can think of to tell you.

I got the "wrong answer", so the next time I asked for an email authentication. I am still waiting. I don't know what the usual time for waiting normally is. I am still waiting for an email reply from three days ago. I'm not going to hold my breath. My ipad is out of warranty but I may have to beg for help from support? I'll wait awhile longer. You can search within your music folder on your pc, or within documents folder for a music folder.

i had the same problem before using a fresh install of Windows 8.1. I have resolved this issue by running the program compatibility wizard. This I did by right-clicking on the iTunes icon in the desktop, selecting Troubleshoot compatibility, waited for it to detect compatibility issues and when presented with the following options: 1.) Try recommended settings; 2.) Troubleshoot program, I chose the latter. When asked what problems I noticed, I checked the following: "The program worked in earlier versions of Windows but won't install or run" and "The program requires additional permission"
After that, it tired to resolve the issue, and provided the necessary settings to run iTunes. Now it's running flawlessly. I have Avast anti-virus installed though.
