Can I create this webpage without AP elements?

Hello,
I have only known using AP elements (recommended by a certain book!) only to find out that AP elements are not a good way to construct your site.
So I now need to create a new site & had AP elements in mind before realising AP elements are not a good Idea.
I want to create a web page like the image attached, using a image to overlap another (please see image on link http://www.allthingsprintuk.co.uk/FormTestP1.php where I have aligned the "get quote" over the background image and created a rollover, giving the illusion that it's all one image) I assumed only AP elements are able to overlap. Is there another way? I am still a newbie to all this. But need to know what the best advice is as I hear that ap elements can jump all over the place in different browsers.
Also this client wants the page to be elasticated rather than static & to have some animation in it. Was going to use Timeline, but Timeline apparently needs the use of AP elements and now not sure if this is possible!!

I have thought of another way of getting around it, Obviously I am a newbie, so maybe this is not a good way, but would like to know if this would cause problems. So your feedback would be much appreciated.
I have attached a snapshot to help with my explanation.
So the elements I want to change when rolled over would be the "About us", "Get a quote", etc...... Imagine these are separate images and not part of the background image. The rest, would be  just background. So I thought that I would set the background image property to the magazine background.  I would then create The "about us", "Get a quote",etc... as separate images (probably transparent to save alignment probs). I would then create a Div container & then place a table inside, then adjust it to where I want it. Place the images inside, then create my rollevers from there.
Would this be a better way? I would then be avoiding AP elements altogether and the movement problems that come with them. Or would there still be problems?
