No. That will only allow your carrier to blacklist the phone so it cannot be reactivated on their network. (I suppose you carrier technically may be able to locate it on their network if it in use but I don't think they will get involved without being instructed to do so by the police or a court order.)

You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely.

Apple hasn't done anything. This is a security feature that you did not check to see had been properly de-activated before buying the phone.
If there was a back door, it would be useless as a security feature.

They will only be where you put them If you are doing the very basics, then they will be on your computer and they will be in your backup copy of your computer.
The itunes store is not global at all, never has been. You cannot redownload your content from another country. You can only use the countrys itunes store for the country that you are physically located.
