The terms and conditions you agreed to do not allow for refunds.   However, there's no harm in asking; it may be the reason for not wanting your purchase has technical connections or in some way exposes someone to social problems.

    Once you buy it you have bought it and Apple generally does not do refunds.  You can ask but it will have to be an exception.

I have tried to remove the app and re-download the app incase it was corrupted, but still had the same problems.     The only way at this point to get a refund on an app would be using Apple's direct online support feature "Express Lane." It's actually quite a cool feature. I believe reimbursment as of right now only has email support but the reps are extremely fast, thourough and helpful. I'll toss you a link at the bottom of this page, go ahead and choose all the applicable options and give a detailed description about the situation and I think they will take good care of you.

    Refunds on downloaded software are virtually nonexistent.
    I have had cases where I purchase software on a physical disk. If I don't like the software I can uninstall it from my computer and sell it legally. Recouping most of my loss.

    Did you buy the app from App Store?  Did you check if your machine is capable of running this app?
    You should first set up a dialogue with the developer to try to determine what may have caused the problem.  Most developers co-operate with their clients, not least because it is in their interests to do so.  
    Sales from Apple are final and refunds are not the rule.  However, if you raise the issue against the receipt, (there is a note on the bottom inviting you to raise any issues you may have) exceptions have been made if the circumstances justify it.
    But developer first.

    Disable anti virus softwrare if installed
    Check your settings in System Preferences > Security & Privacy > Firewall > Firewall Options
    Make sure Gatekeeper is enabled
    Open System Preferences > Security & Privacy then select the General tab.
    Make sure either Mac App Store or Mac App Store and identified developers is selected. If that area is grayed out, click the padlock icon to proceed.
    OS X: About Gatekeeper
    Then try downloading Quicken >  Downloading past purchases from the App Store, iBookstore, and iTunes Store
