My PC got a virus and I had to reinstall windows from scratch so I lost most of my music. I had a backup program that died in the middle of it so only half came back. the only place that I have all the songs is on the ipod. if I let it sinc it will loose the half that I do not have.

If your iPod is set to update automatically you need to take care connecting to an empty iTunes. You can use a keyboard command to prevent your iPod auto-syncing with iTunes. While connecting the iPod to the computer on Windows with iTunes installed hold down the Shift + Ctrl keys together. This will stop the iPod from auto-syncing with iTunes and the iPod will appear in the source list. Wait until you are sure the iPod has mounted, and that it will not auto sync and then you can let the keys go. This may take between 20 to 30 seconds depending on your computer: iTunes - Keyboard Shortcuts for Windows
If at any point you get a message that your iPod is linked to another library and asking if you want to link to this one and replace all your songs etc, press "Cancel". Pressing "Erase and Sync" will irretrievably remove all the songs from your iPod.

Backing up an iOS device will copy some data to a backup file within iTunes, but this excludes all media. You can also transfer iTunes Store purchases from the iDevice to iTunes but, without using a third-party tool, nothing else. You may also have an option to recover your previous library from your old laptop; as long as its hard drive isn't fried, a computer repair store or technician may be able to extract the drive, mount it in an external enclosure, and copy your data to another PC. You should be able to recover the media with the tips in this post from forum regular Zevoneer but I'm not sure what the implications are for your application settings. You can probably transfer your purchases into a newly authorised library, backup the device, recover any other media using third party tools, then restore the device from the backup. That should switch the assocation of the device to the new library but it is not something I've personally tested.
When you get it all working, make a backup!

Are you sure you have an ipod touch 4th gen? You said it was old, but the 4th gen is the latest ipod touch.

You can try contacting apple customer service http://www.apple.com/contact but usually all app purchases are final and not refundable.

It is not a widespread issue that requires apple to come out with a fix, I have many ipads that were updated and have no issues.
I would suggest you back-up and restore your device, that can repair many issues if the original update was corrupted.

You can enable battery % on ipod touch 4g without jailbreaking it you can use backup bot for itunes. Thats how i enabled it on mine. Step 1: goto http://www.icopybot.com/ibackupbot_setup.exe download and install it if you have windows. Step 2: Next create a backup of your device in iTunes and then CLOSE iTunes (or else you may run into problems later on) do not lock the backup with a password. Step 3: Open iBackupBot. Click the backup you just made Next click "Path" to sort by Path. Step 4: Look for Library/Preferences/com.apple.springboard.plist and double click it. On the registration screen that comes up, hit cancel. Step 5: Find <dict> and create a new line after it. Then add this:
<key>SBShowBatteryLevel</key>
<true/>
Step 6: Hit CTRL + S or just the save button at the top left corner of that editor window. Now close the window.
Step 7: Right click that same backup you just edited
Step 8: click restore
Step 9: Done! If you don't see the changes, reboot your iPod.

I'm working in West Africa, and iTunes says it will take between 8 and 11 hours to download the OS (5.0.1). But I never have that long a stretch of uninterrupted electricity or internet. Every blink off and I have to start again at zero. Bit torrents are already an old technology. What gives? Basically, I WILL NEVER BE ABLE TO UPDATE MY IPOD. And probably not my macbook.

The iPhone 3G and iPhone 3GS support Internet tethering over a USB cable, as described here: http://support.apple.com/kb/HT3574.
The iPod touch can connect over a Wi-Fi network, as mentioned here: http://support.apple.com/kb/HT2031.
If your PC has a wireless card, you may be able to create an Ad-Hoc Wi-Fi network that can share the Internet access to the iPod touch.
You can also get a wireless router, like an Airport base station http://www.apple.com/wifi/.

I restarted my iPod Touch while updating to iOS 5.1, now it's frozen.

This morning I began to update my iPod Touch 4th gen to iOS 5.1. As I was walking out the door, I realized it hadn't finished updating yet, but I needed to get to school. So I restarted the iPod by holding the home button and sleep button for a few seconds, thinking it would just go back to how it was before I started updating so I could update later when I had wifi. This restarted it, and the normal Apple logo screenappeared, but now it is completely frozen with gray and blue lines across the screen. Is there anything I can do to save my iPod?

You likely corrupted the iPod by interrupting the update process. Try connecting to iTunes and restoring it there. If iTunes does not recognize the device, try connecting it in recovery mode using the instructions in this Apple support document.
