Hi
I am buying a new 5g Ipod and will be giving my old 5g ipod to my partner. As a windows user can we both have Itunes on the same PC. Also, we have similar taste in music. Can I transfer some of my music/videos to his Ipod, whilst maintaining seperate Itunes accounts. Finally, when I receive my new Ipod will I have to restore the old one so that he can create a new account on it? Thanks for helping.

No. You can restore it if you want to (to erase whatever's on it), but it isn't necessary. You don't create "accounts" on an iPod, your partner can go ahead and use the iPod as is.

Just to summarise what's in the link above which is a little out of date:
Method one is to have individual Mac or Windows user accounts which by definition would give you completely separate iTunes Music folders and libraries.
Method two is to set your preferences so that any or all of iPods get updated with only certain playlists within one library:

Choosing the update option "Sync Music - Selected playlists" allows you to create a playlist specifically for each iPod and drag the tracks you want into it. If you tire of the list and want to change it, you just add or remove the songs you don't want. The ones you take out out remain in the library to be used by the other iPod. So I had an iPod touch and everything with it is fine. I just bought a second one for my daughter...exactly the same as my iPod. This second one was bought used, but was reset completely before I plugged it into my computer. My problem is... my iTunes does not recognize the second touch as a device! I can't get it to sync, so I can't get any music or anything onto the device. How can I have two iPod touches on my computer? There are a couple of methods for using more than one iPod on a single computer. Method one is to have two Mac or Windows user accounts which by definition would give you two completely separate libraries. Your Mum's iPod was at the default setting of automatic update which is why she got all your songs when she connected to your iTunes. If you set up a separate Windows account then she can have her own iTunes library and auto-update from it if that's the option she chooses.

It's possible to have multiple libraries in a single Windows user account. To create or access a second (or more) library, hold down the Shift key in Windows when launching iTunes. In the resulting dialogue you will get the option to create a new library or navigate to the other Library.
Note: You can only have one Library open at a time and iTunes will default to the last library opened if you don't use the keyboard command to choose one. The new library will be empty until you add content to it. To get back to your original library you need to close iTunes and open it again while holding down the shift key, this time choose to open an existing library and navigate to its location. Multiple libraries can prove tricky when using multiple iPods, if you don't use the keyboard command you can risk syncing to the wrong library:Using multiple iTunes libraries -Windows
Another option is to create a separate Windows User account for each person on your PC. Different accounts by definition would give you completely separate libraries. Each account has it's own iTunes folder, Library and iTunes Music folder and you load it with CDs etc just as you did with your original one. The iPod can be set to update however the owner chooses, sync all, manual or sync specific playlists

I listen to self help audio (John Maxwell/Zig Ziglar type stuff) and sometimes I'd like to hop over to regular music and then be able to come back to my audio content without having to start over. Is there any way to have two ipod functions on the same phone? Any settings or apps from the app store that might let me have two ipod functions run on the same phone?

Try to tag the self help audio in iTunes as an Audiobook instead. Then sync it as an audiobook.
Audiobooks in the iPod player can remember last position so you don't have to start over.
