Can I install Mac OSX the latest version on a PC

I have seen video files of Mac OS X booting on a normal PC, so my question is that with the appearance of the new Intel Macs are we going to be able to run Mac OS X on PCs?
And is it this going to be allowed by APPLE?

Probably not.
Long answer:
What you're seeing is people who've been able to hack Mac OS X for Intel *DEVELOPER PREVIEW* to run on commodity PC hardware. That Developer's Preview was based on a significantly different hardware platform that what's actually shipping on the Intel iMac and MacBook Pro.
Specifically, the difference is that the Developer's Preview was designed for a BIOS based mother board, while the shipping version is looking for Intel's Extensible Firmware Interface (EFI). At a bare minimum, you would need an EFI based MoBo, and those aren't shipping on your average Dell or HP right now.
Additionally, the shipping version of Mac OS X for Intel is probably significantly different than the Developer's Preview. Exactly what Apple may have done to prevent Mac OS X from booting on anything not made by them is unclear, but you can bet that they've done something and that it won't be easy to get around. It may be done it may not be, but it's not likely to run well or be easy to for any "Joe User" to do for himself.
It's also worth pointing out that installing Mac OS X for Intel on anything other than a system made by Apple is a violation of your license agreement with Apple and can land you in a lot of hot water.

    As an alternative, you could purchase FCP-X, which isn't an upgrade; it's a completely new application.  To quote Apple; "It's revolutionary!"  To quote me; "It blows!"
    BTW, Final Cut Studio 2009 was also known as FCS 3.  You might be able to find an upgrade version on ebay or craigslist.

    Yes, assuming you have enough disk space, you can install 10.5 Leopard, 10.6 Snow Leopard, and 10.7 Lion.  If you want to upgrade to 10.7 Lion, I'd recommend a memory upgrade to at least 4GB.

    A slightly different perspective from what others have already posted:
    Even assuming there were no licensing/legal problems with this & you could somehow successfully hack the OS & SDK to install & run on your Acer, would you really want to try to use that as a development platform for iPhone apps? It would be like trying to build a sturdy house on an uncertain foundation: you would never know if or when the whole thing might collapse or how to tell if the fault was in what you built or not.
    If you want to develop for the iPhone, invest in a Mac. If you are any good at it, judging from the success stories you could quickly & easily make back the cost of that investment & much more. Even if you don't, you will have a very well made & supported computer running what is arguably the most stable & user-friendly OS on the planet.

    I have a clean installation of Tiger on a Power Mac G4 (AGP graphics) with Sonnet 1 ghz processor upgrade, updated to 10.4.3 by running Software Update. No other updates available at this time.
    So I downloaded MacOSXUpdCombo10.4.5PPC.dmg and it stops at "Select a Destination."
    "You cannot install Mac OSX Update Combined (Power PC) on this volume. This volume does not meet the requirements for this update."
    I must have installed this update previously, to get to 10.4.6, to install Adobe CS3 which REQUIRES 10.4.6.
    Now I can't figure out how I got this update installed - sorry if this has been posted previously.
    This isn't my main machine, thankfully, but I use it as a spare in the studio to transfer images to.

    No, I wouldn't ignore them, I think we really have more messed up than just this, and if any of these steps fix it, we'll likely need new downloads.

    Then try a Safe Boot, (holding Shift key down at bootup), run Disk Utility in Applications>Utilities, then highlight your drive, click on Repair Permissions, reboot when it completes.
    The usual reason why updates fail or mess things up, is if Permissions are not fixed before & after every update, with a reboot... you may get a partial update when the installer finds it doesn't have Permissions to change one obscure little part of the OS, leaving you with a mix of OS versions.
    Some people get away without Repairing Permissions for years, some for only days.
    If Permissions are wrong before applying an update, you could get mixed OS versions, if Directory is the slightest messed up, who knows!
    If many Permission are repaired, or any Directory errors are found, you may need to re-apply some the latest/biggest updates.
    May even need to do an Archive and Install if you have room on the HD, but saves all your files and gives a new OS...

    You might also want to consider uninstalling Adobe Flash... I currently don't have it installed and haven't needed to install it.  Most websites are now coded in HTML 5 so that the iOS devices can actually visit them.  I can still watch YouTube videos et al.  About the only thing I can't do is play Flash games... but they're a resource hog anyways. 
    Try going without for a day or two and see just how many sites you visit no longer require it.  A lot of people keep it installed out of habit, not out of necessity.  If you have Flash installed, visit a site and it's out of date, it will tell you to update your Flash.  What it won't do is tell you is that had Flash not been installed, it would have used the HTML 5 code instead.  Think about it... if an iOS device can't run Flash at all... it can't visit this site if it were written only to use Flash.  What site would eliminate such a huge portion of their market base?  You'd be surprised at how many sites use HTML 5.  Uninstall Flash and see for yourself.

    Insert your OS X install disc and restart holding the C key, hold it down until you see the Apple logo and spinning gear. Choose your language and at the next screen from the top menu bar select Utilities-Disk Utility. Select your internal hard drive, click on the Partition tab and select 1 partition. Click on the Options button and select GUID partition scheme. Click OK. Choose to format the drive as Mac OS Extended Journaled. When Disk Utility is done and your drive is properly partitioned and formatted quit DU and go back to the installer screen and reinstall OS X. When you're up and running run software update a couple times to get everything up to date as far as you can with 10.5.8.     No for three reasons:
    1) Mac OSX can only be installed on an Apple computer as per the licensing agreement.
    2) There are no DVDs available for OS X Lion.
    3) The boot sequence from the USB stick will not allow you to install on a PC, not even to format the drive to OS X Journaled.
    Just buy a Mac if you want to use one. The user experience is based around the symbiosis of software and hardware (which is something you should surely understand as an app developer. If you don't, you won't get far at all).
    Trust me, you won't regret spending a little more on a quality product that will last and retain its value.
