Can I move in-app purchases from one iPad to another?

There are a couple of my iPad's apps which I've used to make in-app purchases. If I get a new iPad, then sync these apps to it, will these in-app purchases 'survive'? Or do I have to buy them again?

Yes you can restore from the backup of the iPad 1. You will be restoring all this information here. I made "in-App Purchases" bold and larger so that it will stand out. The "settings" of the new iPad as you are thinking about it would really be the new features - the settings of any iPad are what the iOS does on the device.
You will have to sync your media back to the iPad - your apps, music, photos, movies, books, TV shows - but all of the information below will be restored to the new iPad when you restore from the backup. I copied this information below from this link.

iTunes will back up the following information
Contacts* and Contact Favorites (regularly sync contacts to a computer or cloud service such as iCloud to back them up).
App Store Application data including in-app purchases (except the Application itself, its tmp and Caches folder).

Autofill for webpages.
CalDAV and subscribed calendar accounts.
Calendar accounts.
Calendar events.
Call history.

If you are restoring to a new device with an unencrypted backup, you will need to enter these passwords again.)
List of External Sync Sources (Mobile Me, Exchange ActiveSync).
Location service preferences for apps and websites you have allowed to use your location.
Mail accounts (mail messages are not backed up).
Managed Configurations/Profiles. When restoring a backup to a different device, all settings related to the configuration profiles will not be restored (accounts, restrictions, or anything else that can be specified through a configuration profile). Note that accounts and settings that are not associated with a configuration profile will still be restored.
Map bookmarks, recent searches, and the current location displayed in Maps.
Microsoft Exchange account configurations.
Network settings (saved Wi-Fi hotspots, VPN settings, network preferences).
Nike + iPod saved workouts and settings.
Notes.
Offline web application cache/database.
Paired Bluetooth devices (which can only be used if restored to the same phone that did the backup).
Safari bookmarks, cookies, history, offline data, and currently open pages.
Saved suggestion corrections (these are saved automatically as you reject suggested corrections).
Messages (iMessage and carrier SMS or MMS pictures and videos).
Trusted hosts that have certificates that cannot be verified.
Voice memos.
Voicemail token. (This is not the voicemail password, but is used for validation when connecting. This is only restored to a phone with the same phone number on the SIM card).
Wallpapers.
Web clips.
YouTube bookmarks and history.
* Your contacts are part of the backup to preserve recent calls and favorites lists. Back up your contacts to a supported personal information manager (PIM), iCloud, or another cloud-based service to avoid any potential contact data loss. 
I have restored form backups several times - last night actually was the most recent. All of my settings were restored and I lost nothing. I have never made in app purchases, but they are listed in the information abaove. If you do the restore properly, you should be fine.

    Tap and hold down on an app icon until it wiggles. Then hold down on the icon and drag it about halfway over to the next screen and just hold it there for a second or two and the app will jump to the next page. Do it slowly and just hold the app on the edge of the screen. Don't try to drag it over quickly. It takes a little practice.
    Tap the home button when you are done and the apps will stop wiggling.

    Open picture B, the one you wish to select the hair from to add to the picture.
    Use one of the selection tools, e.g. selection brush, lasso tool, to select the hair. You will see an outline ("marching ants") once the selection is complete
    Go to Edit menu>copy to copy the hair to the clipboard
    Open picture A, then go to Edit>paste
    Use the move tool to position the hair from picture B.
    In the layers palette you should see picture A as the background layer, and the hair (B) on a separate layer.

    I copied the iPhoto Library to a CD and from there to the new MacBook
    If you copied the library to the CD via the Finder it would be no different than the methods Terence suggested.  If you used the Share ➙ Burn menu option from inside iDVD you'll get a mini library that has to be accessed from the open library and the events/alubums copied into the destination library.  Not the same as the other methods.
    The Share ➙ Burn method is no longer supported with iPhoto 9 and later.

    Depends on how big the file is.  If itis only a couple of pages, or mostly text, the easiest way would be to e mail it.  If it is a very large file you are going to need wifi.  Take both pads to starbucks, and e mail it from there.  Or if you have wifi, use drop box, for example. 
    Your other choice, avoiding wifi would be a bluetooth type transfer.  There is an app call bluetooth file lite that reads like it will do what you need.   The good news is it is free.  The bad news is that it has terrible ratings.  For grins, i am installing it now on a pad and a phone, and will see if it works.
    With a bluetooth method, you need both devices in  the same place.  If you are trying to send your file across country, bluetooth will not work for you.  you need e mail or drop box type solution, and if the file is big, you will almost certainly need wifi.

    You see, I game on my mac mostly because steam is really complicated, using internet just to play a game that doesn't need internet and stuff.
    And steam doesn't have a lot of casual games.
    So I want to move my game data, save files and every little piece of application info that my games have on my mom's account to mine. I've asked this question on Yahoo answers, and all I got was an answer of "File IS data, or datum itself, You are wrong. I cannot give you an answer." -.-
    I'm not experienced with terminal either, so I'll need a ton of explanation of how to use it if that's how it can be done. It really really confuses me and I'll just give up.

    if you are talking about your contacts.  backup your old iphone then do a restore to the new phone and that will transfer your contacts your settings and pics and music. 
    if you are talking about chaning your phone number from an old phone ot a new one that has a different number.  you have to contact your phone carrier.

    Due to a recent security breach not if my doing a user stole my apple id and needed to change appleid account.  Now as a result i've lost all purchased apps from the itune store. I would like to transfer apps from one apple id to another without incurring additional costs.  With sufficient information in direct contact with the store I should be able to transferable within the software or at very least with the itune store direct.  Perhaps this is a way of charging additional costs for same programs?
    Not a happy camper because of the theft in id but now to add insult to injury i'll have to repurchase the apps to properly sync with my devices.

    You can't transfer iTunes content from one account to another. If someone had obtained access to your account credentials and you've had the account locked that should not affect the current authorizations on your computer, though it will prevent you from updating apps until you have resolved the issue. Rather than creating a new AppleID what you should do is regain control of your original Apple ID and have it reenabled with a new password, get, if possible, Apple to deauthorize all computers for your account (assuming you don't have 5 so can't do it yourself) then authorize your computers.

    No, apps (plus other content bought from Apple such as music and films) are tied to the account that bought / downloaded them and they can't be copied or transferred to a different account.

    Easy. Copy it from the old Mac to the new one.
    There are a variety of techniques including Setup Assistant (as soon as you get your new MacBook Air, it will ask you if you want to transfer information from another computer), Migration Assistant (if you elect to transfer information later), enabling file sharing between the two computers, or copying your music to a flash drive or other storage device followed by importing it to iTunes.

    Once your music library and everything else you want to transfer from the MacBook Pro resides on the new MBA, sync your iPod to the MBA. Sync the iPhone too when you get it, and they will both have identical iTunes music libraries.
