Can I play apps I got for my Ipad on my desktop computer?

No. iOS apps only operate on Apple's iDevices (iPad, iPhone, etc). They wont operate on other tablets, or Mac or Windows computers. Just like Windows PC games won't work on Mac OS X.

    Apps written for iOS will not run on Mac.
    Only if the developer has written a version for OS X will it run on the Mac and you would have to buy and install that version of the Mac.

    You can set up an iCloud account on each one (the SAME iCloud account using the same AppleID on each) and then sync via iCloud.

    However, an iCloud backup nor sync contains purchased content - that is available for redownload from the iTunes and App stores (so no need to waste iCloud space storing it for you).
    So, for purchased content, you will have to download it on each device - just use the same AppleID and download each item on each device.
    Without a computer to aid the sync'ing, downloading the purchased content on each device is the only way.
    P.S  audiobooks cannot be re-downloaded once purchased (all other content can be), so without a computer to save, store and move the audiobook files around, you will only be able to put those on one device - the one you first purchase it on.

    Right click on your iPad's name in the iTunes app on your computer and choose to transfer purchases. That should transfer anything that you have bought with the App Store app on the iPad to the iTunes app on your computer.

    So far so good! I was successful with my first request-and thanks, but I guess i did not ask enough.
    New question: Is there any way for me to have my Apple devices show up with my daughters even though we have different apple id's? I was able to have her sign in and I could see but, if she doesn't sign in I can't see her device. She is only 15 and I going on a trip soon that I would like to just have security if she looses her device or I'll know she is okay. I don't want to sync and see everything, just the where abouts of the device. We were able to create a music folder for her music only and not mine- Success!

    You probably cannot get a refund, since as RG said the terms of sale for the iTunes Store state that all sales are final. You can contact the iTunes Store, explain the reason for your request, and ask, though:

    It's possible they'll make an exception for you, something more likely if the app does not perform as advertised.

    I'm still dealing with this issue through Apple. Some time after I posted this, I contacted Apple again. They did start a case up for me, as I was experiencing the same behavior on two different machines, with two different versions of Windows.
    So far it remains unsolved. I've logged iClouds for Windows on my desktop, which is brand new, then logged for awhile after completely uninstalling Norton Security Suite, depending on the Microsoft security for some time, and finally logged after I uninstalled iCloud for Windows, restarted, installed a clean download, and connected using a completely different test account, which Apple set up for me. None of this made any difference. Looking at the logs, it seems every 10 minutes, iCloudServices.exe creates a new TCP connection to confirm I'm using less than 5GB on iCloud, (which I am by a good margin, using less than 2GB), it seems this connection is not closed, and when the next iteration rolls around 10 minutes later, a new TCP connection is created. I come very close to having 6 TCP connections created per hour, until I restart my computer. This works out to... 6 x 24 = 144/day.
    Perhaps the article you posted will shed some further light on this. I'm thinking seeing the state of the connection through netstats, at the least, could help.
    For the last week, I've been putting a hold on further logging, as Apple wants me to create a new user account on one of my computers, install iCloud for Windows there, and log it running in the other account. This however basically means I cannot use my computer for a fair number of hours, and I've been busy enough with work the past week that I haven't the time or energy to afford to set this up and run it. I've had need of my computers too much for the past week.

    the apps will not be deleted if the itunes is authorised for the apple id from which you downloaded the apps.
    for the songs if you have downloaded it from a store other than itunes an app "TuneAid" will help you. download the full version then you can copy all the songs on the ipad to ur itunes library

Apple should address this issue and require app designers to make them compatible for both the original and Ipad 2.     Yes, in fact many developers already complain that Apple already forces them to modify their apps.  Note how many developers complain that their apps are rejected, thus requiring changes to the app.
    But Apple also wants to sell more iPads and iPhones.  So Apple could also force developers to make a camera based app only work with camera based devices.  Oh, wait, they seem to already do that.   Or perhaps it only applies to "photographers". But then, you would think that a "photographer" would want to sell their non-camera iPad1 and get an iPad2.  (I'm a photographer and I know I want an iPad2, although I'm quite satisfied with my iPad1.  But then, I also prefer to edit my pics while sitting at my computer rather than the iPad since, as a photographer, I already have an array of editing tools on the Mac and PC.)
    Don't blame Apple for making a better iPad that actually will fit your needs better.  Go get an iPad2 and be happy rather than whine and try to prove you're right, which you are not.  (And if you're going to complain that you can't afford it, then as anyone else will tell you, sell your iPad1.)
    (And you of course will want the last word, so I will end here since it does not appear that you are not being open minded and refuse to even consider any other viewpoint.)

    The computer will not erase the information.  Each device will show up in iTunes as a separate device and you can control the information for each device through iTunes.
