Can I purchase an app once and then use it on both my iPhone and my iPad?

If I have both an iPad and an iPhone, can I purchase an app once and then run it on both devices? Or do I need to purchase individual licenses for each device?

If they're not universal you can likely still use them, however if it's an iPhone app on a iPad it'll be tiny in the middle of the screen. You can make it larger but it might/ mig not look good.
But if it's an iPad only app, then it likely will not run on a phone or touch.

    Not as long as you sync with the same iTunes account. The iTunes terms allow you to use that App across as many devices as you own, using the same iTunes account

    What happens when you try to do the in-app purchase, if you are getting an error message then what does it say ?

    Your visa card is a credit card, not debit card?  Do you meet the requirements as below, interpreted strictly?
    Philippines - http://www.apple.com/legal/itunes/ph/terms.html - "The iTunes Store, Mac App Store, App Store, and iBookstore services (the "Stores") accept credit cards issued by banks in the Philippines or Content Codes as forms of payment."

    Can not purchase from Apps Store. Continue to get message stating that Apple ID is disabled after I select install. I have change my Itune account pass word and updated all information.

    After resetting your password you might then need to log out of your account on your iPod by tapping on your id in Settings > iTunes & App Store and then log back in so as to 'refresh' the account on it

    The HT5312 page that you posted from has instructions for how to reset them i.e. if you have a rescue email address (which is not the same thing as an alternate email address) on your account then steps 1 to 5 half-way down that page should give you a reset link.
    If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact Support in your country to get the questions reset (these are user-to-user forums).

    When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 page that you posted from to add a rescue email address for potential future use

    If the new device is an iOS device then signing into your iTunes account on the device should be sufficient. Normally you do that when you set up the device for the first time.
    Otherwise, open the App Store app, go to the Featured pane, swipe to the bottom, tap Sign In and choose to use an existing Apple ID. Fill in your username and password and tap OK.
    iOS devices can only be associated with a given Apple ID every 90 days.
