Can I purchase from two country's iTune stores?

I live in both China and the US. Is it possible to purchase software and APPs from both iTunes stores (US and China) to use on my computer and devices? Do I need two IDs or can I use one?

Yes, but you will need two different Apple IDs so you can have two different iTunes Store accounts, one in each country. You will also need credit cards or other appropriate payment methods issues in each country.

    Unless you happen to have a residence and credit card billing address in the States, unfortunately there isn't.
    The reason why has to do with the business part of the music business so, for a bit of insight into the present situation, let's have a look at to This Business of Music (10th Edition) (by M. William Krasilovsky and Sydney Shemel) :
    The difficulty of establishing workable business models for digital files (...) extends to where they are sold and where they are played. This is the issue of territoriality, and it is an illustration of how the Internet makes it necessary to reexamine basic assumptions that have been taken for granted (...).
    (....) In the music business the primary problem is that copyrights are national and therefore specific rights are tied to national laws and the interpretations of national courts.

T)hough we can one day hope to see the development of common standards with respect to copyright, the fact that the music business is building upon a history of nation-specific contractual relationships means that the goal of universal international standards is not, for the forseeable future, a practical one.
    (...) Adding to the difficulty (...) the copyrights themselves may have been assigned to different companies in different territories. The best hope for a cleaner start and a simpler future is worldwide recognition that digital uses are in fact - and should be in law - totally new.

    As the first line in the Terms of Service in the Japanese iTunes states.
    "Purchases from "this" iTunes store are available to you only in Japan and are not available in any other location. You agree not to use or attempt to use "these" services outside of the available territory...."
    I may just be reading the first line so their may be more to this but so far I find it completely asinine that I'm unable to buy Japanese songs from the Japanese iTunes. It's very hard to find current non-anime related Japanese artist on the internet.

    This comes up all the time. You have to have a valid billing address and credit card from a certain country to buy from that store. It is not up to Apple - it is up to the folks who hold the rights to the Japanese songs.
    Here is a post from forum regular Dave Sawyer that pretty much sums it up:

    No, you can only successfully gift to people who are in the same country as yourself - the gifting may appear to go though, but your wife won't be able to redeem it

    Unfortunately this all seems a little rough around the edges -- for example, I have found updates for AppStore apps on the support.apple.com updates download site, but then when I install them via ARD they don't actually update the software.  (The AppStore icons still show as needing the updates, and the version info reports the old version.)  The documentation is also vague about which AppleID to use in which circumstance.  I think they just haven't finished thinking through the implications of the various procedures and policies upon the various kinds of customers.  When we deployed Mountain Lion on the school lab, we made an install usb and went around and installed it on each computer -- and it appears that you are on the honor system as far as paying for all of the licenses that you install.  We did!  But they appear to have no way to enforce it.
    So far, I have only deployed 9 Lion macs in my day job, and our "solution" to the AppStore showing updates problem has been to drag the AppStore icon off of the users' docks so they don't see them!

    Each iTunes country store can only be used if you have billing credentials with an address in that country, and are physically in that country at the time of purchase.

    We are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple.
    The payment methods that are available in your country will show on your account. If debit cards aren't available on that screen then you won't be able to use it as your payment method.

    You can only purchase from your own country's store - to be able to buy from another country's store you need a valid billing address in that country and be in that country when buying from it.
    If there are items that you'd like to buy which aren't currently in your country's store then you could try requesting that they be added, but ultimately it's the content provider (app developer, record company, film studio etc) that will have to grant Apple a license to sell it there : http://www.apple.com/feedback/itunes.html

    Sorry, but you can't, unless you have a US-issued credit card, or have a legal residence in the US and so have a valid mailing address and purchase an iTunes Music card. The record companies and other content owners will not allow Apple to sell cross-border, so Apple has to have such restrictions on who can open an account in a given country's store.
