I just got a new computer (Windows Vista) and I was wondering if it is possible to transfer my music library on my ipod nano to the new library on my new computer

When you are done with this issue, consider the computer back at the office may still
have access to your iTunes account, and it should be de-auhorized. You can do that
remotely, but be sure you carefully do not mess up your other computer iTunes libraries.

I believe that you can sync your new iPod with the old iTunes account (For the music, apps etc.). The new iCloud account is separate for the iMessages, contacts, FaceTime, calendar etc.

Your music will only be where you put it.
Copy it from your backup copy of your old comuter to your new one.
If for some reson you have failed to maintain a backup copy, not good, then you can redownload some content in some countries:

An itunes account is just a user name and password. You can sign into your account from any comuter that has itunes.
Are you talking about your library ( music/apps/etc)
If so then type "move itunes library" into the google search bar.

Can't put songs from iTunes Library onto iPhone 4S

I finally got my laptop back from the repair shop after many months of being a whimp and not wanting to take it in, but then I finally grew a set. Anyway I re-authorised my computer, but now it wont allow me to move songs from my iTunes Library onto my phone. Why is this? At first I thought, perhaps it's my USB lead, but after trying four (no idea how I've managed to collect so many) it seems not the case. Help!

All is good, I hadn't turned on the 'Move music manually' or something! Silly!

Music is intended to go one way: from your computer to the iPod. Going the other way is contrary to the design and is not trivial.

iTunes will only give you the option to copy your iTunes Store purchases directly from an iPod to the computer, you'll find details in this article: Copying iTunes Store purchases from your iPod or iPhone to a computer
For everything else (music from CDs, other downloads etc) there are a number of third party utilities that you can use to retrieve the music files and playlists from your iPod. You'll find that they have varying degrees of functionality and some will transfer movies, videos, photos, podcasts and games as well. You can read reviews and comparisons of some of them here:

Either way. If you want to delete the current library and start a new one with the new songs, you can. If you'd prefer to add the new songs to the existing library, and then delete the current songs, you can do that too.
As long as you don't delete the songs that you want, you will be able to use iTunes.
