Can I recover my iTunes Music from iCloud?

Can I recover my iTunes Music and Movies from the iCloud?... with my recovered MAC Pro (been disconnected for 2 years) - Snow Leopard.

Background/context:
My MAC Pro (2006 model) was lost and now recovered but without the hard disks. The backup drive containing the iTunes Library was also lost. I do have a backup (Clone) of the startup drive which works and shows the previous folders/playlists and smart playlists. My question is whether I can recover my previous music from the iCloud as I was previously not able to do this with the new iMac possibly due to not having the startup drive (?).

    If the "new PC" is not an Apple, then your Apple Apps will not be compatible with the PC.  So you are NOT able to transfer them.

    You can download the music from iCloud using the download arrows besides the songs - see the iTunes help:

    To play the song, double-click it.
    To download the song, click the Download button.

    From things you are saying, such as "shared folder" and having both machines on, it doesn't sound to me like you truly moved the whole iTunes collection.

    do not confuse moving your whole folder and library with moving just media files as in

    Quick answer if you let iTunes manage your music:  Copy the entire iTunes folder (and in doing so all its subfolders and files) intact to the other drive.  Start iTunes with the option key held down and guide it to the new location of the library.

    So, I'm a gigantic idiot. I just did a clean wipe and installed Tiger and used my iPod as a hard-drive. However, I forgot to copy my music directly onto the drive as the iTunes folder; instead, I just have all the music on my iPod in iPod form, i.e., I can't access it with iTunes. Is there some way to recover all of my music from my iPod??

    There are a number of third party utilities that can retrieve the files from your iPod. This is just a selection.

    If your iPod was set for automatic update, you should change it to manual update until you have completed reloading your new iTunes to make sure you don't accidentally erase it. While connecting the iPod to the computer hold down the Option and Command (⌥ and ⌘) keys. This will stop the iPod from auto-syncing with iTunes and the iPod will appear in the source list. Wait until you are sure the iPod has mounted, and that it will not auto sync and then you can let the keys go. This may take between 3 and 30 seconds depending on your computer. Then go to Preferences>iPod and check the "Manually manage songs and playlists" box.

    Main thing is why would you be losing your music in iTunes.  If it happened during an update and that's why you need to refer to the article to restore your old library.

    Being able to back up to the cloud can be very useful, especially if you don't have access to a computer or have infrequent access to one, however unless you specifically need to use iCloud for back up, you will find backing up to iTunes significantly more convenient and possibly more reliable.

    Changing the location of the iTunes Media folder tells iTunes where to put new media, not where to "find" the library.

    Accessing WIFI in NZ can be a hit and miss affair.  I want to access my music when I'm off line. Unfortunately when setting up my new iPad I agreed to iCloud without realising the implications.     You don't have to stop using iCloud.
    You can always download your purchased music from iCloud while you are connected to wifi and it will stay on your device when you offline.  And unless you are an iTunes Match subscriber, you can sync your music to your device from your computer using iTunes and it will remain on your device.
