IPhone that was stolen was returned but disabled for a long time! My computer is broken so I can't back it up or restore it. What can I do without losing everything on it!

Wait it out.
Sync the device to the computer it normally syncs with to remove the passcode.
Restore from backup or as new.
Without access to the computer it normally syncs with, your only real option is restore as new.
Keep in mind, pictures can be copied off the device on any computer regardless of the device being locked or not.

Can I retrieve my photos, notes, reminders and all other data in my iPhone, I mean, if I bought another one, and connect it to my computer and go to iTunes then restore backup, cause I backup my iPhone last Oct 10, 2013, will I recover all the details in my iPhone that was stolen? The remote lock locks the iphone with a passcode that you set. By remote wiping the device it will simply restore it and clear it of all its data, but by doing this it will prevent you tracking it and communicating with it (e.g. remote locking it) in the future

You cannot lock it by the serial number. Report it to your carrier and the police. You said that the thief knows your pass code. Does that mean that the thief was a personal friend who would be close enough to you to know what your code was? If that is the case, ask your friend to return your phone.

if you want to erase all data in the phone do this
If the phone is connected to the Internet and contains your account you can erase the phone by
1 Going to ( www.icloud.com) and sign in With your account (the account you use in the stolen phone)
2 go to Find My iPhone
3 if the phone connected to internet you will see the phone on the map
4 choose the phone and click (erase everything)
