    The device can be restored as many times as you like, there are no limits.

    Yes, that was the point. I was trying to restore from a backup I performed this morning and it wouldn't give me the option of that backup date. Wouldn't give me any dates in fact.
    I updated the iPad to the latest IOS and then re-set it again to see if that would help and it did! It gave me the option of my latest iCloud update and showed back ups from my other devises too. Don't know why that worked but it did. Problem solved!

    OK.  You merely erased the content and settings.  The IOS is still there.
    If it has NEVER been jailbroke, here are some standard repair procedures.  From what you've already stated, my guess is that you'll end up with Recovery Mode described in the last paragraph.
    First, try a system reset.  It cures many ills and it's quick, easy and harmless...
    Hold down the on/off switch and the Home button simultaneously until you see the Apple logo.  Ignore the "Slide to power off" text if it appears.  You will not lose any apps, data, music, movies, settings, etc.
    If the Reset doesn't work, try a Restore.  Note that it's nowhere near as quick as a Reset.  It could take well over an hour!  Connect via cable to the computer that you use for sync.  From iTunes, select the iPad/iPod and then select the Summary tab.  Follow the on-screen directions for Restore and be sure to say "yes" to the backup.  You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod.  Again, say "yes."
    At the end of the basic Restore, you will be asked if you wish to sync the iPad/iPod.  As before, say "yes."  Note that that sync selection will disappear and the Restore will end if you do not respond within a reasonable time.  If that happens, only the apps that are part of the IOS will appear on your device.  Corrective action is simple -  choose manual "Sync" from the bottom right of iTunes.
    If you're unable to do the Restore (or it doesn't help), go into Recovery Mode per the instructions here.  You WILL lose all of your data (game scores, etc,) but, for the most part, you can redownload apps and music without being charged again.  Also, read this.

    That is the file I tried to restore, /Pictures/iPhoto Library (I only have one library package). In Time Machine, I had choose "Restore to" and then manually select the Pictures folder again, not sure if that makes a difference. According to the finder, the package is 396gb in size, far more than the free space I have on the boot drive or backup drive. Time Machine seems kind of useless in this case, unless I go out and buy a new external drive just to restore the backup library file. But rebuilding hasn't worked yet.

    I have created two backups of my iPhone 4S under iOS 5.1.1 befor upgrading to iOS6.0. The upgrade with iTunes 10.7 gave a dozen error messages but eventually iOS 6.0 was installed. But all SMS Messages are gone, all apps and their data, ...
    I tried a restore (synch) of the two backups. None complets. The one just hangs before completion forever. The other one report close to completion "because the backup was corrupt or not compatible with the iPhone that is being restored".
    I have saved both backups, tried with another Windows PC and iTunes there (transfeeered the backup files) with the same problem.
    Also the Windows PC becomes unstable after the iTunes restore. It reports "low on memory resources" (I habe GBs) and applications wont start. I have to reboot to get a stable system again. iTunes behaves like a virus. 

    Jailbreaking is not supported here.

    Yes.  You can restore the backup as long as your phone is running the same or higher version of iOS.

    Sorry to ask but... are you absolutely certain you have entered your Apple ID and account password correctly?
    If you use the same Apple ID for iCloud and the iTunes store, see if you are able to log into the iTunes store from either your computer or your iPod.

    The iOS 8.1.2 was released specifically to address issues on the slower/less capable devices such as the iPad 2 & iPhone 4s. You may want to backup your device, then restore it as new. Test the system and how it runs with a cleanly installed iOS. If it's improved, try to restore the backup you made to the device. If the performance is again bad after, then you may need to rebuild your device from scratch with the clean iOS install and not use that backup.
    Periodically, iOS settings can get corrupted and the only (& best) recourse is to revert back to a clean iOS install and rebuild the device (add back all your settings, data, apps, music, etc). Yes, it can be a huge pain in the butt to do this but the results can increase your device's performance to be usable again.
    If you've already restored the device as new (not from a backup) and rebuilt the iPad from this "new" state, then you've pretty much done all you can do.

    I installed iOS 7 on my iPhone 4 without looking into it further. Why? I've never had a reason to question Apple's upgrade/update/downloads before. I don't like it. I would be OK with it if I could make more choices regarding visual options.  Windows always gives the option of Classic View, no matter what version I use. I read several online posts about rolling it back to 6 point whatever, but that seems to be no longer doable. The other day, while trying to text while outdoors, I found the keyboard, among other graphics, difficult to see. Is my only option at that point to invert colors to try to make it easier to read? Or adjust brightness?
    Does anyone know of a fix for this?

    Apple policy does not support downgrading from the current operating system to a previous version. This is because newer operating systems contain many bug fixes and firmware upgrades that are difficult to roll back.

    Go to the iTunes App Store, sort the applications by release data, and look at the older ones; these are likely to be compatible with iOS 4.2.1. If the iPhone is a 3GS or newer model, it can be connected to iTunes on a computer and updated to 6.1.3.

    IF your Mac came with the iLife apps preinstalled - such as iMovie and iPhoto - you can download them again from the App Store. iDVD was only included if your MacBook Pro came with the Applications Install DVD.
    Unfortunately iDVD is no longer available from Apple, and if you formatted your MacBook Pro without having first copied its contents, it is gone.
    If you have another Mac with iDVD already installed, you can simply copy the app to your MacBook Pro. It will work.
    Your only other alternative is to buy the iLife DVD from a software vendor. Any version of iLife 11, iLife 09, or iLife 08 will contain the latest version of iDVD.

    If the backup is asking for a password you may have turned on backup file encryption. If this is the case, and you don't remember the encryption password you could be out of luck.

    Once you purchase or download an app it will always be associated with the Apple ID used to download it. When that app requires and update you must use the Apple ID and password used to download it in the first place. The only way around this is to delete the apps the require the old Apple ID and download or purchase them again with the new Apple ID.
