Can i safely delete and reset my old iPad when my new iPad2 is synced?

I got a new iPad 2 and its synced by icloud. Now I want to reset my old ipad and give it to my mom:)
Can i safely choose "erase all content and settings" in "General" without everything being erased on my new ipad via icloud...?

As long as they have different names that shouldn't be a problem.
Back up the old one on your computer. Then with the new one, when you set it up, set it up from the backup you just made of the old one. Verify that your data is on the new one, then you can reset and rename the old one. (When you set that one up, presuming you use the same computer, select the option of setting it up as a new ipad, give it a new name and it should be different.)
Personally? I'd back up to my computer first and verify the info before I backed up to the cloud. iCloud has eaten some peoples' data and lost it forever, so I'd be 'better safe than sorry'.
Once you have them backed up and separated then you can use the cloud for your backup.

Restore from the iCloud backup - assuming that you were backing up to iCloud in the first place. If you weren't using iCloud for backup - then you are out of luck.
If you were backing up to iCloud - you have to erase all contents on the iPad in Settings>General>Reset>Erase all content and settings - before you can restore from the iCloud backup.

You can't restore to a backup that was taken on a device which has a higher version of iOS than on your iPad, you will have to update your iPad to 8.1.3 to be able to restore to it
You should be able to update your iPad via Settings > General > Software Update

We would now like to set each of the kids up with their own iTunes account but we are concerned that to do so will mean that we will have to repurchase all of the apps and games and that the progressive games like Dragonvale will be lost. If you have a pc, when you plug your iPad in you should see the windows pop up window offering to backup the photos. Do that and it will save all your photos and videos to your computer where you can then sync them back to your new one.
If the pop up doesn't come up, double click on my computer and navigate your way to the iPad. Double cick on it an d navigate to the DCIM folder. Drag your photos and videos to your pc, then sync them back onto your iPad.

If the iCloud account you are trying to delete is old ID that was later updated to change it to your current ID, you can go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. heidie22, dj_paige has a very good point there. I would not through away the NEF files; I would archive them to a external drive.
By the way, I am assuming that converting RAW files to DNG is a decision you have made and not an accident.

You can't just store photos on icloud. They can be included as part of a backup or when using photo stream to sync photos from one device to another, but 1) photo stream keeps photos for up to 30 days after which they are deleted from the servers, and 2) never rely on a backup to icloud as a way of storing photos. (When photos are deleted from the device, they are no longer on recent backups, and older backups get deleted in short time.)
When it comes to photos, users should sync them to a computer for archiving. Then they can delete the photos from the device, as the computer will have copies.
Photos in backups on icloud cannot be viewed on icloud.

The mail app is crashing on you for some reason. Close the mail app and reset your iPad.
In order to close apps, you have to drag the app up from the multitasking display. Double tap the home button and you will see apps lined up going left to right across the screen. Swipe to get to the app that you want to close and then swipe "up" on the app preview thumbnail to close it.
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
If that doesn't help, you can also try resetting all settings. You will not lose any data, but most of the device settings will have to be entered in the settings app again. Settings>General>Reset>Reset all Settings.

It makes no sense to delete old backups. Time Machine automatically deletes backups if it needs space. If you start deleting backups, you will do it ONE at a time.
Why does Time Machine keep so many back ups in the first place?

Why are you having a problem with the design of Time Machine? Do you need, for some reason, extra space on the external drive? If that is the case, you should have partitioned the external.
