Can I selectively restore aspects of an ICloud backup?

I have had to replace my daughters IPod touch twice because of a charging issue. The IPod would not connect to a PC or ITunes, and would not recognize a charge, yet it would charge very slowly over night.
I was starting to think that maybe something corrupted in the iOS itself, and fried the OS's ability to recognize a charge.
So I was going to refrain from completely restoring the IPod and start somewhat fresh. BUT, my daughter has a very extensive Minecraft world on her IPod and I would like to selectively restore this game data as well as Jetpack game data.
Is this possible? Alternatively, is it possible to maybe restore the entire backup then pull the game data off in a pysical file, then start fresh before it has time to corrupt?

Oh yes, it is frustrating when they cannot make heads nor tails of it!  Have you tried different charging cables to rule out the cable or its connector?
Since you have the backup in place, you could try restoring it as new first and see if the problem goes away.  If it does, then it would appear to be some app or another that she has installed on there.  You could then selectively re-download her apps and content from the iTunes and App stores until you do see the problem again.  That at least nails down what it is.
Then, when you do restore from the backup, you could try to fix things by just selectively deleting that problematic app after the restore is completed.
I know it is a lot of effort, but that sort of process of elimination is the only way I can think of to nail it down.

    Let's try swapping out your QuickTime again, taking a few extra explicit precautions this time.
    Head into your Add/Remove programs. uninstall QuickTime.
    Next, we’ll manually remove any leftover program files and folders.
    1. On the Start menu, click My Computer (or double-click My Computer on the Desktop).
    2. In My Computer, open Local Disk.
    3. Open Program Files.
    4. Right-click on the QuickTime folder and click Delete from the shortcut menu.
    5. Navigate to C:\Windows\system32\.
    6. Remove the files QuickTime.qts and QuicktimeVR.qtx. (If “Hide filename extensions for known file types” is enabled on the PC, then those two files will appear as “QuickTime” and QuickTimeVR”.)
    7. Restart your computer.
    Now download and save a copy of the latest standalone QuickTime installer to your hard drive. (We'll run the install from there rather than online.)
    Latest Quicktime Installers … get the one that doesn’t mention iTunes
    Switch off antivirus and antispyware applications prior to the install. Start the install by doubleclicking the QuickTimeInstaller.exe.
    If that install goes through okay, restart the PC and try launching iTunes again. Does your iTunes launch properly now?

    You can't selectively restore from a back up, you need to restore everything or nothing.

    When she plugged in the ipod last night it backed up again so that now shows as the latest backup. No previous backups are listed so I do not seem to have the option to rerun the old one. She had many pictures on the camera roll taken from well before July. I can only presume that the backup in July must have been incomplete - but then I didn't think it was supposed to list as an option to restore from. Luckily many of the photos had been backed up on the pc but I am very frustrated as to why the icloud backup didn't protect them. Thank you for your advice though, I appreciate it.

    You can't.  Usually you have only the most recent backup to choose from (I do).  Some users has said they get 3 to choose from (this is the max as stated in Apple literature).  You can't go back further than that.
    The usual advice is that all photos should be synced to a computer (too many users have lost some/all their photos doing a restore - don't trust them solely to icloud).  If you've been doing that, you can find them on your computer.

    Got my photos & videos back into camera roll!  I woke this morning and all 701 were there.  This is a few less than the most recent backup had, but good enough. So, there were a few things flakey about my experience restoring from iCloud.  Therefore as many, including yourself have noted, iCloud IS ABSOLUTELY NOT A TRUSTED METHOD for backing up, storing or restoring photos & videos.  If your photos & videos are important to you, backup to your computer at regular intervals. 
    What worked?
    1:  Following randers4's suggestion to review ezjules' post (see above for link).
    2:  When the most recent backup failed, I went to the next one available (2 days old)
    3:  When the Photo App displaying X of XXX images downloading in camera roll got hung up on the first few images, I powered down the phone and it resumed downloading more.  However, it hung up 2 more times and then proceeded while I went to bed. 
    4:  Phone was plugged into A/C outlet entire time, no incoming or outgoing phone calls or texts. 
    I am no longer going to back up photos or videos to the cloud.  I will also cancel my additional storage capacity on iCloud.  Why pay for secure storage that is so flakey?!?

    Your Numbers documents were synced with iCloud so they would be stored on the server rather than being included in the backup.  If you were signed into your iCloud account on a Mac that you were backing up with Time Machine, you could restore them from your Time Machine backup.

    It may be that the process you used to change the iCloud ID created these issues.  What I would suggest you do is the following:
    If you have any photo stream photos on your device that you want to keep, save them to your camera roll by opening your photo stream album, tapping Edit, tap the photos, tap Share, tap Save to Camera Roll.
    Go to icloud.com on your computer, sign into your iCloud account and check to confirm that your data is all there.
    Assuming your data is on icloud.com, go to Settings>iCloud on your device, tap Delete Account and choose Delete from My iDevice when prompted.  This will only delete the account and your synced data from your device but not from iCloud.  Your data will be synced back to your device when you sign back in.
    Go to Settings>iCloud, sign back in with the correct iCloud ID and password and turn your iCloud data syncing preferences back on.  This will sync your iCoud data back to your device and recreate your iCloud email account.
    Try your Mail again and see if it works properly now.

    I have an Earthlink email account that never synced with the server before, so I went a little crazy deleting a bunch of emails.  It wasn't until I checked my WebMail that I realized it deleted them from the server, too.  I checked with Earthlink and they couldn't do anything for me.  But I had an iCloud backup from yesterday that I tried to restore.  Except the email account keeps syncing with the server and I'm back to where I started.  Is there any way to retrieve this data?  It's gotta still be in the backup, right?

    If they were backed up, you can restore your phone from that previous backup.  If they weren't backed up, you cannot restore them.

What I haven't been able to find is an explanation of how you would actually restore from both? I know how to restore from each, however, if I first restore from iCloud, how can I then proceed to restore from iTunes without overwriting my iCloud restore?

    Demo, thanks for the reply. What you wrote is exactly what I thought. I'm trying to figure out why Apple is putting out this article (see partial contents below). The implication is that you can restore from both or why back up some data to one and different data to the other:
    "When to use iCloud and iTunes Backup together
    For an extra level of backup for your data, you can use iCloud Backup and iTunes Backup together."
    Tip: If you are using iCloud and iTunes Backup together, and you simply want to speed up your iCloud Backup & Restore functions, you can save iCloud storage by turning off iCloud Backup for very large data types. For example, if you have a 15 GB Camera Roll on your iPhone, you may not wish to back it up to iCloud because it is already being manually backed up to iTunes. You can disable back up of any iCloud Backup item in Settings > iCloud > Storage & Backup > Manage Storage > Backups > Backup Options. After doing so, these items will only be backed up when you manually back up to iTunes.

    If they were in your camera roll when you last backed up, restoring the backup should recover them.  The backup will, of course, overwrite any newer data on your iPad so if you want to keep it you'll need to save it before restoring the backup.
