Can I set up ipad in the and use in uk (uk bought)

I bought my girlfriend an iPad mini for her 18th birthday in the uk, we are in vagas, America for when she will open the gift. Can she set it up in the US and still be able to then take it home to the uk and use it? Thanks

Yes, but she should configure it with her UK information, Apple ID, iTunes account, email, etc. That's all done over the Internet so she only needs a wireless connection to do it. It's all prompted for at the setup when she first turns it on. Read the instructions first.
