No, you are going to have to bring it to your harddrive in either iTunes, Xplay, Winamp, etc. and then sync it to your iPod.

Have you tried deleting the App within the Settings menu (rather than from the Home Screen)?

Let me first say that I am NO EXPERT with anything Apple and really have only started looking into this iCloud stuff a few hours ago because I'm trying to help my mom free up some space on her iCloud. But anyway, here's what I'm learning and what I THINK might be happening to you.
Also, if any Apple support people (do they browse the forums to dish out helpful hints?) or people who probably know infinitely more than me about this stuff, please do chime in and confirm / correct my statements!
This is what I gather.
iCloud for Windows is set up with a local folder (let's call it "C:\Users\Administrator\Pictures\iCloud Photos\My Photo Stream") where iCloud will store photos uploaded to the Photo Stream. This will allow you to view your Photo Stream photos on your PC.
This does not mean that this is a PC backup of your Photo Stream photos, but just a way to view your Photo Stream from your PC. That being said, the general Photo Stream rules apply: 1. No videos are on the photo-stream, and 2. Photos on the Photo Stream will be removed after ~30 days and/or after hitting the Photo Stream limit of 1000 photos.
My guess is that the iCloud Windows App will delete photos from the local folder that are older than ~30 days and/or delete all but the most recent 1000 items if the 1000-item limit is reached.
That is a scary thought! I really hope you did not lose all your pictures, but my guess is that the iCloud local folder is NOT meant for backup but instead is the iCloud Windows App's sandbox for updating and managing Photo Stream photos.
All that being said, I'd say it's important to back up your photos in a separate folder not related to the iCloud local folder.

It will automatically download when there is sufficiant space. There is no way to prevent it or to delete the download. If he doesn't want it, he'll have to leave it there and not click Install.

I wouldn't be so concerned except that my cable company has a monthly bandwidth cap, and downloading two versions of the same show and constantly downloading the same shows over and over wastes bandwidth I would rather use for other things.

yes, that's what happens. when you download a HD version, you automatically get the SD for use with e.g. an iPod Touch.

send an e-mail to the iTS customer service using this form and ask the folks there to remove the items from your download queue.

I took some photos from my camera roll and added them into seperate folders on my Iphone 4S and only some of the photos have downloaded and the rest of the pictures in all of the folders have been downloading for the past 2 days. Even when connected to WiFi it does not stop downloading the pictures into the seperate folders. I have tried to download a film to my son's ipod touch, but it won't download. It says "download error. tap to retry" - when I tap it does the same.
How can I get it to download? Or obtain refund from itunes?

on my itunes I have a subscription to a series of podcasts (screencastsonline) I therefore have a folder for the 2011 episodes.... that FOLDER has a GET button to the right... I have not at least I dont think I did press that GET button... when I clik on the arrow to open that folder I can then see each of the monthly podcasts with dates available and each of them has a GET button on the right. IF I see a particular episode that I actually want to download I just press the GETbutton... there are many others that are available that I can download but have not actually pressed the GET button to do so yet...
My problem is that when I open itunes each time it automatically starts downloading all available podcasts in that folder and to stop it the only thing I can see to do is to laborously clik the circled "X" to the right of each title to stop the download.
I have highlighted the mail "2011 episodes" folder and then pressedthe settings button at the bottom..and when it opens Iuncheck the "default settings"and change the "when new episodes are available" selection TO DO NOTHING. BUT STILL when I open Itunes the next time it does the same thing and I have to then manually
clik the circled x button. how do I fix this please

Stopping the download will not stop the charge. It was purchased the moment you clicked buy. You will be charged if you donwload it or not.
Let it download. You can then delete it if you like.

Whenever I sync my iPhone, iTunes decides it needs to download everything that's on my iPhone. How can I turn this off? Luckily it is only music, not apps, but it's still annoying. I have things like "sync only checked items" checked, and I don't have it automatically sync anything at all except podcasts. It's just that whenever I download one of my albums from iTunes on my iPhone, it decides it needs it on the computer as well. However, there is no reason for it to be on there, because I can just stream it from the cloud if I want to listen on my computer.
I wouldn't sync at all, but I have no other way of getting Podcasts that require a password than to use iTunes (non-protected Podcasts can be had with the Podcasts app--so handy!).

What happened to Apple wanting people to be able to use an iPhone without having a computer at all?
I don't mind keeping a backup on my external hard drive, but I don't want iTunes to manage that anyway. It always makes a mess of things. And I definitely don't want it offloading stuff onto my main hard drive. I just don't have the space on there for all the junk, which is why I have two external hard drives in the first place.
