Can I switch on ACD 23" without connecting it to laptop at all?

I've just now bought an Apple Cinema Display 23" and I connected it to power source via power brick. It is not yet connected to the laptop (DVI socket) as I dont have a DVI to Mini-DVI adapter which I've just ordered.
I was expecting the LED light on the ACD to switch on or at least blink when connected to power source but it did not. Is my expectation incorrect. Will ACD at all come to life when connected to a laptop? Is there no way I can test if ACD itself is working without connecting it to any laptop?
The reason I want to do this is the person I bought the ACD from didn't know if it was working or not and I dont want to spend any more money on it if I can find out whether it'll work or not without connecting to a laptop.

I bought the thunderbolt to DVI adapter and connected my Apple mac book pro to the ACD23 now and was hoping that it'll show some signs of life atleast. But it was as dead as it has ever been. There is not even a slight blink on its LED or change in screen color. My suspicion is that its power adapter has gone bad but checking its price, it is too costly to take a risk buying it without being 100% sure this is the issue.
Has anyone else faced a similar issue and if so, would you recommend me to buy a new power adapter?

My iphone 4s wont let me access the phone and keeps saying 'the SIM car inserted in this phone is not supported...' although the sim card inserted in the phone is my original sim which ive always had with the phone. Ive tried inserting other sim cards that are of the same carrier but it still says the same. Also when i connect the phone to itunes it says the same thing and wont let me do anything with my phone. Yes it recognizes the WD when I directly connect the hard drive. Yes it is recognized on the Mac and the Dell but only in the Airport Utility software for windows nothing on the windows machine is able to recognize it and finally yes I have Bonjour loaded and two printers are working fine on my complete network of machines PC's as well as Apple machines. I tried every resource I could find online and I can't get the system to recognize the WD hard drive I'm stumped.

But the update could be downloaded on a computer that does have a connection and then copied to your family member's computer, if someone would be visiting him or her. Anyone with a computer with an Internet connection can download the update manually from Apple's servers.

How do you turn off Auto-Sync without connecting the ipod to PC?

My Purchased Tracks was deleted off my computer, but I still have all of them on my ipod. I have iTunes 7, so I am aware I can transfer all my purchased music from my ipod to itunes. But I know auto-sync is set up, so when I connect it to my computer, won't it automatically sync itunes with my ipod and therefore delete my purchased music on my ipod? Can I turn off auto-sync without connecting my ipod?

A couple of ways...
Hold down the Shift + Ctrl keys when you plug in the iPod. (For a PC)
Or...
Connect your iPod, but before it starts to sync, click that little X on the right hand side of the ITunes display at the top of the page. (Next to the "Do Not Disconnect" message.)
Then click box at bottom that says manually manage music.

Well, I guess my heading says it all. I am trying to delete multiple (like A LOT) of photos from my camera roll on my iphone 5 without connecting to my computer. All other instructions I've read on here do not work. (I'm not saying I read ALL instructions though) But the ones I've read, do not work.
I DO NOT want to connect to my computer to do this, so please read what I am asking! It HAS to be possible, it's just downright silly if it isn't and I'll be ****** about the 3 grand I've given to Apple in the last few months for various reasons...

Some things to try first:
1. Turn Off your iPad. Then turn Off (disconnect power cord for 30 seconds or longer) the wireless router & then back On. Now boot your iPad. Hopefully it will see the WiFi.
2. Go to Settings>Wi-Fi and turn Off. Then while at Settings>Wi-Fi, turn back On and chose a Network.
3. Change the channel on your wireless router (Auto or Channel 6 is best). Instructions at http://macintoshhowto.com/advanced/how-to-get-a-good-range-on-your-wireless-netw ork.html
4. Go into your router security settings and change from WEP to WPA with AES.
5. Renew IP Address: (especially if you are droping internet connection)
    •    Launch Settings app

    •    Tap on the blue arrow of the Wi-Fi network that you connect to from the list
    •    In the window that opens, tap on the Renew Lease button
