If you have iOS 5 or higher, you can sync via iCloud without a computer. There are many things one can do with a computer and iTunes on that computer, but the answer to your question is yes, you can sync without one.

Hi. My phone screen broke and I had it replaced from a phone shop. The guy said that while changing the screen and phone was blocked. Not all content types are available in all countries, and unfortunately where you are you will only have apps, podcasts, iTunes U and free books - the full list of what is available where is shown on this page : http://support.apple.com/kb/TS3599 . As the terms of use of the stores state that you can only use your own country's store, you also can't get music or films from Apple from other country's stores.
Are there other music and/or film purchase download sites that you can use in the UAE ? For music you can also copy your own CDs and sync them to the iPad -

Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

No. Time Machine won't get your boot camp partition back. There are excellent utilities that move entire hard drive contents among hard drives such as SuperDuper! and CCC, but as far as I know they don't work with boot camp partition. My suggestion: reinstall Mac OSX on your new Mac (you don't want to hold Option key to start it everytime anyway), partition it with boot camp exactly (or similarly) as you did to your previous Mac (install the same operating system, which should be one of the Microsoft Windows I assume). Use Migration Assistant as kaz-k suggested to move all the stuff on the Mac partition of your previous Mac. Reboot both your Macs from the boot camp partition - I assume they are all on Windows platform. Now you have two computers on Windows platform. Use Norton Ghost or similar tools to migrate all the stuff from your old machine to your new machine. Hope this helps. Backup all your data before such operation. Good luck.

If these apps were not purchased by you, having them is effectively software piracy and you should purchase them using your own AppleID if you want to keep hem. -

They will ask you for two pieces of information from the account in order to unlock it. The options are usually the security questions (each question counts as one piece), the credit card linked to the account, and either a device serial number or device verification code that they will send you.
After this verification is complete they can send the reset link for your password to any email you choose. Please be aware that if they verify you with something other than two security questions, there is a 24 hour wait before the email arrives.

If you didn't set up Find My iPhone in the iCloud settings, then you can't. Notify the police and change the password to your Apple ID and any other online services you used from that iPhone, just as a precaution.

You will have to contact orange to get your phone unlock. ONly the carrier that the phone is locked to can unlock the phone.

Sorry but no. You will need to get access to a computer with iTunes somewhere to restore the iPad. You can get help with this at an Apple Store if you have them in your area. Note that if you haven't backed up your iPad to iCloud, you'll lose all your data. Apps and other purchases from the iTunes Store can probably be re-downloaded.
