I'm trying to sell my old iPhone 4S and I can't remember my old passcode. If I take it to the Apple Store, can they reset my passcode for me? It's no problem if they need to erase the whole phone since I would be doing that later anyway.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

I did a transfer of purchases onto the comPuter I have that I want to use. So now everything I purchased is on the new computer. The only thing I am curious about is once I update it and put all my purchases back on and restore it when I get my laptop back and sync it can I re download the iTunes library on my laptop? You need to take your phone to an Apple Store in the US. You can purchase an Out of Warranty replacement if the phone is damaged. Cost is $269+ tax.
You cannot upgrade to a 5S at an Apple store; at best, you can turn in your current phone to get a gift card towards the purchase of another.

Do you mean that you removed the phone from the 'manage devices' section of your iTunes account ? If you do then that won't stop you being able to purchase items on your phone - you only need to be logged into an account to be able to purchase with it.
If you do mean the 'manage devices' section then you can associate, or re-associate, a device (or computer) by using iTunes Match, or automatic downloads, or redownloading past purchases on it : http://support.apple.com/kb/HT4627

If you received you phone as part of the contract then surely from a legal pov your contract is with 3 not Apple unless you bought Applecare, if you bought your phone outright then put your 3 SIM into it then yes you'd have to visit an Apple store with your phone's purchase receipt.
