I have a IPod Touch and i'm getting a IPhone 4s and i wanted to know if i can everything on my ipod onto my iphone 4s ?

Restore the iPhone from the most recent backup of the iPod. If you restore via iTunes make sure all the apps are in the iTunes library since the iPod backup does not include synced media like apps and music. If the apps are not in the library there is to place for the app data to go.
You will have to reenter keychain items like passwords since those items only get restore to the same device.

It has always been very basic to always maintain a backup copy of your computer. Use your backup copy to put everything back.
The ipod is not a backup/storage device. The sync is one way - computer to ipod. The only exception is itunes purchases
