Can I transfer iTunes playlist on XP Pro to XP machine?

I need to get rid of my XP Pro computer and that's where my iTunes resides. Currently, I have a bunch of playlists (about 25 or so) and would really like to move them to the XP machine that will be my iTunes home. Can someone tell me how to do that or will my playlists be lost and need to be recreated?
I'm assuming that iTunes creates some playlist file. If so, then I suppose that all I need to know is the location of the file because it can be moved by copying it and replacing the same file on the new machine.
My iTunes library (almost 10 gigs of owned CDs) is on an external 230 Gig drive, but I didn't install iTunes on the external drive because I know it makes changes to the registry and it didn't seem to make sense to put it on an external drive. Why waste the space? (Guess the answer to that could be, because your playlist file is then on your external drive, dummy!) Importing into iTunes took a lot of time and it will take a lot more to finish my music library; the entire library's divided into playlists--some songs in multiple playlists. Grrrr....

You can 'clone' the current iTunes Library from the XP Pro PC to the XP PC. This will keep all the Playlists and the metadata stored in the Library (Ratings, Play Counts, Last Played).
As your music files are stored on the ExHD, just make sure that you install the ExHD on the new PC with the music files as the same drive letter and path that they currently are in the old PC.
Then, copy the old PC's 'iTunes Library.itl' database file into the new PC's 'iTunes' folder. You will replace the newly created 'iTunes Library.itl' file that is there, with the one from the old PC. Open iTunes, and your Library will be exactly the same as before (providing you set it up correctly).
The iTunes music information (meta-data) is stored in two places: the actual individual song files themselves, and the iTunes Library database file (‘iTunes Library.itl’). There is a corresponding XML file that is created by iTunes, but not directly used. See: What are the iTunes Library files?.
Song attributes stored directly in each music file are as follows: Artist, Album, Song Title, Year, Comments, Compilation tag, Lyrics, Genre , Grouping, Composer, BPM, Album Artwork, Bit Rate & Kind (Both not tags - inherent to the file itself).
Song attributes stored in the iTunes Library database file only are: Playlists, Ratings, Play Count, Last Played, Date Added, Date Modified, Equalizer, Volume Adjustment.
Shouldn't be too difficult. You seem to have a start on the concept already.
While you're at it, make legacy copies of the ITL file for archiving and backup. This will come in handy (along with the backup music files) when you need to recreate your Library.

    Hey everyone!!! I believe I'm on the right thread and I HOPE SO or an iPhone is about to become a trash weight.

    I saw the successful feedback about exporting the playlist and then importing back, HOWEVER...
    when I click on the right triangle to show my iPhone playlists; it mirrors iTunes.  For example, my playlist has 245 songs and iTunes is showing 237 (both on the playlist below the right triangle and in the Playlist section itself in iTunes.  So if and when I sync, I lose those 8 songs and have to go back and manually add to the playlist on the phone again and re-order etc.
    What am I missing and is there a way to make changes on the iPhone and not lose everything during a sync.
    I can't thank you enough for any help anyone has to offer!!!!!!!

    Easily done.  Insert the flash drive into your computer, and open it so it looks like a folder.  In iTunes, highlight the tracks you want (or use CTRL+A to highlight an entire list at once) and drag them into that open folder.
    If you normally run iTunes in full-screen mode, make it smaller so that you can do the drag.
    The only complication may be the format.  Many iTunes users use AAC format, which is rejected by many car players.  If that is an issue, you can first use iTunes to convert the songs to the more convenient MP3 format, by this guide:

    If you are on iTunes 11 on your Mac then you may want to re-enable the left-hand sidebar via View > Show Sidebar, which might make it easier to navigate and may instructions may make more sense.
    To sync photos, connect and select your iPad on the left-hand side of your computer's iTunes (if you've enabled the sidebar), and on the right-hand side there should be a series of tabs, one of which should be Photos - if you select that tab you can then select which photo folders to sync to the iPad. There is a bit more info on this page. You will need to sync all the photos that you want on the iPad together in one go as only the most recent photo sync remains on the iPad - synced photos can't be deleted directly on the iPad, instead they are deleted by not including them in the next photo sync.
    If you haven't enabled the sidebar, then from your library click 'iPad' at the top right of the screen and you should get a series of buttons along the top of the screen, including one for Photos

    This procedure didn't seem to work. I think the level of tinkering is a little beyond me. In any case, the workaround solution of copying the .itl and .xml library files and placing them in my laptop each time a change is made is an effective and fairly easy solution. It's only downfall is that it's not "automatic." However, this is a small inconvenience in exchange for the great benefit of transporting my customized library data between computers.
    So, I will consider this issue resolved.

    You would insert a blank disc on your computer
    On iTunes you click the playlist you want to put on the disc
    Then find the button 'burn to disc'
    Click it and wait till it is done
    Then take out the disc

    Sync is only oneway, from PC to your device. Unless you have the music on your PC, iTunes is going to wipe out what you have on your device if you are syncing to a new library.
    You can only transfer Purchased music over to Itunes on your PC.

    My computer cannot run  Sharing so I don't have firsthand experience.  My reading of it is:
    1) Music sharing lets you stream (not transfer) select items, including specific playlists, between local computers on the same network.
    2) Home Sharing lets you stream or transfer media files between computers on the same network.  I don't know if this is as spacific as particular playlists, or you you have to make the playlist once the desired content is transferred.  It says media so doesn't look like it restricts transfer to specific playlists, it just makes your whole media collection accessible on another authorized computer.
    You can export a playlist file from iTunes, but this is a text file listing of content, not a complete playable package.

    A playlist is, of course, just a listing of music tracks, or did you want to copy the music too?  You do not transfer that from iPod to iPod, you synch the iPod to the same library used with the first one.
