Can I transfer the ownership of a family plan? If not, do their lines go dark?

My husband and I are moving to a different provider, but he is the current account owner of a five-person family plan. Can we transfer ownership of the account to one of the three remaining lines? Are there any fees associated with that?
If we don't transfer, and they all start new plans with Verizon, will activating the new phones (on our new plan) make their lines go dark?
