Hello! I bought Photoshop Elements and Premiere Elements about 6 weeks ago. Now I have found out that I need Illustrator. Can I upgrade my elements purchase to Creative Cloud Complete and get any kind of discount for the Elements purchases?

No. There are no discounts for owners of Elements products.
The only discount applies to existing owners of Creative Suites CS3, CS4, CS5 or CS6.

You can usually buy the regular version for a lot less than the upgrade if you shop around but yes, any registered version qualifies for the upgrade.
You can create a PDF in any program on a mac, and yes, PSE 10 lets you save as EPS.

Please try uninstalling the trial of Muse and reinstalling through the Adobe Application Manager
The uninstaller should be listed
on Mac OS
1. Double-click your hard drive.
2. Go to Applications > Utilities > Adobe Installers.
on Windows
1. Click Start > Control Panel.
2. Click Programs and Features.
To reinstall Launch Adobe Application Manager from
Applications Folder on Mac or the Start Menu on Windows.

Steps in upgrading from CS5 to Creative Cloud

I have purchased Creative Cloud. I currently have PS and DW CS5 on my machine. What are the steps involved in upgrading? Do I install it first, then uninstall CS5? How can I move all my settings for my projects to the new version? I have many projects so don't want to lose all my settings.

There is no magic handshake or pink unicorn involved. You can keep CS5, you can uninstall it before or after - whatever you fancy. For migrating stuff, refer to this for PS:

Well CS5's ship has sailed.
CS6 can still be purchased on Perpetual License but it's not going to have all the bells & whistles that the current versions have. Just as long as you understand what you're getting.

It is not necessary to retain the older installations. YOu might want to consider if you will have any need for them in terms of working with older files, but other than that you can probably uninstall them without missing them.

Yes, this has been allowed with Adobe applications going back many years. A program such as Photoshop can legally be installed and activated on two computers at a time for the use of the single licensed user. You can't install legally on your own and a friend's computer for use by the two different people. Prior to Creative Cloud, there was an unwritten limit on how many times a given application could be activated, but there is no longer such a limit under CC. That means you could theoretically install on three or four computers, activating only two at a time, and then deactivating one or both before activating on another computer.

Can't upgrade from Photoshop elements 8 to Photoshop CS4

I recently installed an SSD, and had to reinstall Photoshop CS4 upgrade (from Elements 8). Because the upgrade check screen does not list anything newer than Elements 7, I cannot continue the install. In the past I called Adobe, and they had me ctrl + shift + double-click to get a challenge code. Tried to call Adobe this time but unfortunately the automated phone system said they don't support Photoshop via phone any more, or something like that, so I'm dead in the water. Any suggestions?

yes, you can deactivate (help>deactivate) and uninstall.
you do/did not even need to have pse 9 installed before installing your ps12 upgrade. if it's not installed you will be prompted for the pse 9 serial number.
