Can I use a network hard drive for time machine

Can I use a network drive for my time machine back up.  I currently have a 1TB WD AND its full with mostly videos and other back ups?

Such a configuration is not supported. This does not mean it will not work, but it is not guaranteed to work reliably.
Considering the "mission profile" for a backup strategy, you should consider this an unacceptable application for Time Machine.

There are other, significant concerns regarding sharing a Time Machine volume with other content. Time Machine needs to have control of the whole volume.

    I am using an external drive in the exact way that you described. You just keep it plugged in to the computer when you want to access the movies and files. In order to put files on it, just go to finder open up the drive under devices and drag and drop files onto the drive. It is just like using a usb drive with a terabyte of space.

    You can't. A Time Machine drive needs to be formatted Mac OS Extended (Journaled), and Windows can't use that format natively. It also needs to be directly connected to a computer running Mac OS X 10.5 or newer or the USB port on an 802.11n AirPort Extreme or Time Capsule, or be the Time Capsule's internal drive.

    But with reliable 500GB Firewire drives well under $200, you should serious consider getting another drive for safety's sake.

    I recently purchased a Macbook Air and would like to use one of the hard drives in my Mac Pro as the time machine backup drive via network file sharing. The issue is that time machine on the MacBook Air will only find hard drives connected via thunderbolt, usb (ect.) or time capsule devices.
    I turned on file sharing and can access all my files on my Mac Pro with my Macbook and I just copy and overwrite the files from a specific folder where I keep my school work every week. This works, but it'd be nice if it was automated.

    You can use 3rd party software to automate the syncing/backup - Chronosync is one such program that I know will work and allows you to set automated backups based on time of day or automatically when  a drive is mounted.

    Use the DIsk Utility in the /Applications/Utilities/ folder to repartition the drive. The new partition needs to be formatted as Mac OS Extended (Journaled).
    If you want to back up the contents of that drive and not use that drive for holding backups, you need to use another backup method, such as drag-copying files or cloning.

    IMO Time Machine should be on its own Dedicated External Drive... one that is twice the size of the drive that it is backing up... the 16 GB Flash Drive is not appropiate for the task.

    Yes, lots of Mac Pro users do that.
    It's still a good idea to make secondary backups, especially to a portable external HD, that you can take off-site, so you're protected against fire, flood, theft, direct lightning strike on your power lines, etc.
    [CarbonCopyCloner|http://www.bombich.com> is donationware; [SuperDuper|http://www.shirt-pocket.com/SuperDuper/SuperDuperDescription.html] has a free version, but you need the paid one (about $30) to do updates instead of full replacements, or scheduling.

    Moving the iPhoto library is safe and simple - quit iPhoto and drag the iPhoto library intact as a single entity to the external drive - depress the option key and launch iPhoto using the "select library" option to point to the new location on the external drive - fully test it and then trash the old library on the internal drive (test one more time prior to emptying the trash)
    And be sure that the External drive is formatted Mac OS extended (journaled) (iPhoto does not work with drives with other formats) and that it is always available prior to launching iPhoto
    And backup soon and often - having your iPhoto library on an external drive is not a backup and if you are using Time Machine you need to check and be sure that TM is backing up your external drive

    There has never been a reliable firewire ---> USB adapter suitable for external high speed storage.  This was a major issue when the MacBooks lost the firewire port a number of years ago (Apple subsequently brought it back).
    The only high speed port on the Air is the ThunderBolt port.  There are external ThunderBolt drive options out there, but they're somewhat more expensive than traditional USB/FireWire options.
