Can I use iCloud on a PC without setting up an Apple device?

I am trying to view photos that I received from someone with an iPhoto account.
I have a PC, I do not own any Apple devices and am not interested in purchasing any.
I can sign in to iTunes, but when I try to use the same id for iCloud I get an error message
that the id is valid, but cannot be used to sign in to iCloud. Apple's site seems to say that
you must have an Apple device set up first before you can enable a Windows device. Is this true?
I don't even care about the storage space, I just want to be able to access photos, etc. that others
send me by email. Is this possible to do with only a Windows 8 device?

Go to a physical Apple Store and use one of the display models to set up the iCloud account.

    Thanks for your answer. Unfortunately, that's not the case. I know the IT department has not blocked it, but when I enter my username and password it requires me to intall and set something on the pc (in fact, it also asked me to set it on my home computer, which is a macbook, but there I had no problem).
    I think this really a problem, as it would effectively stop people using icloud in any shared computer...

    I recently changed the email address on my apple ID. When I updated to iOS 7, iCloud decided it wanted to use my old email address.
    I don't think there is any way to simply log into a different iCloud account. When I try to delete the account, it asks me to enter the password because I have to turn off find my iPhone, which I can't do because that apple ID no longer exists. When I try to restore the iPhone, it tells me i have to disable find my iphone first.

    In order to do anything with your phone - syncing, updating the os and even getting tech support online your phone's serial number must be registered with Apple as active.   When a phone is damaged Apple deactivates that number to associate a new number with your account.  In my case I have neither now because the mix up involved two separate accounts.  Now, because my phone was deactivated by an Apple store employee and there was nothing wrong with my phone, I'm not scheduled to receive a new phone nor am I able to use my present phone.

    If have separate iCloud accounts and want to keep your all your iCloud data separate, you can create separate user accounts for each of you, then sign into your individual iCloud account within your user account.
    If you want to just add both iCloud calendars on your Mac, you can sign into one iCloud account in System Preferences>iCloud, then add the second account in System Preferences>Internet Accounts>iCloud and only check Calendars with this second account.

    Your data will remain in iCloud, and can still be accessed from your PC, even if you no longer have your iPhone.  Just be sure not to delete the data from your phone while it is still signed into your account, or it will also be deleted from iCloud.  Instead, if you are turning in the phone, follow the instructions here: http://support.apple.com/kb/HT5661.  Before doing so, if you want to save your photos, save any photo stream photos to your camera roll, then import them to your computer as explained here: http://support.apple.com/kb/HT4083.
    Also, Apple will delete any iCloud backups after 180 days of inactivity.  If you're planning on replacing it with another iPhone, you'll want to do so before your backup is deleted.

    Yes, I was using iTunes to sync over cable without problems since orinigal purchase in 2011 and using 10.6 w/o problem. There was an "update" in Nov 2012 that crashed the sync service. I went to the Apple Store and reviewed the problem with the Geniuses there. It was discovered at that time that the update included mandated use of iCloud but enough of the un-updated code remained that he was able to patch functions to allow Microsoft Office to still sync over iTunes.
    This March (+/-) there was another "update" to 10.6 that totally destroyed the patch that was in place so there was no sync service available between Microsoft and iTunes what-so-ever. Then recently, because of some unknown process, all my notes, contacts, and calendars were erased in both my Apple utilities and Microsoft utilities.
    After many hours of frustration I was able to recover most of the information to the Apple utilities only, but those were unstable. At my visit to the Apple store it was suggested that an upgrade to 10.8 might solve the stability problem. That it did but being connected to the iCloud all the time keeps using up all my Internet time and I have nothing left to check emails or do research.
    This, to me, is not my problem but one created by Apple. I have searched the Internet and support groups and there doesn't seem to be a solution.
    The "aircraft mode" turns off all other communication functions and is not acceptable. Neither is disconnecting/turning off Airport on my MBP.

    I tried that but it just shows 'downloaded'.  There is no little cloud next to that wording.  On an Itunes help page it shows a 'library icon' once you have logged in but that does not appear on my version of ITunes which is 11.1.  I have lost so many peices of music!  Is this some ploy by Apple to get you to buy them all over again??  Thanks for you response, if you can think of anything else I would be most grateful

    iTunes match is a true streaming service when it comes to playback from your PC. That means, you can load everything into the cloud and stream from the cloud to your PC.
    To an iPhone or iPad, it's stream-and-save, meaning it will download and play immediately, but it will be saved to the device.
    So yes, you can load everything up (assuming it all loads properly without problems) and stream to your PC.
