Can I use icloud storage more to free up phone storage

I have extra storage on the icloud but would like to use this for my photos so that I can upgrade to 7, is there an easy way to do this?
I have 15GB storage on the cloud & 7GB is taken up with pictures - I would like to put more pictures on icloud and less on my phone.

You can, but in order to play it you would would have to download it to your phone.  Music available from the iTunes store is already in iCloud (assuming it is still available in the iTunes store).  All you would need to do is delete it from your phone and you will see iCloud download symbols to redownload it, as long as you have Music turned on in Settings>iTunes & App Store under Show All.
Music from other sources, such as your CDs, can only be made available in iCloud by subscribing to iTunes Match (http://www.apple.com/itunes/itunes-match/).  Even with iTunes Match, you have to either download the song to your phone, or tap it to begin playing it and have it download in the background, in order to listed to your music on your phone.

    iTunes match is a true streaming service when it comes to playback from your PC. That means, you can load everything into the cloud and stream from the cloud to your PC.
    To an iPhone or iPad, it's stream-and-save, meaning it will download and play immediately, but it will be saved to the device.
    So yes, you can load everything up (assuming it all loads properly without problems) and stream to your PC.

    Many thanks JEM24 for your help.  Ive just spent the best part of six hundred pounds on a new Sony Rx100m2 compact camera, so I have no interest in the Ipods camera at all really. I doubt Ill be watching many videos on it as Im very lucky in that I have a good Android tablet. Its more as a stock music player that Ill be buying the Ipod for, if indeed I do end up buying one. I dont like the idea of paying the exorbitant amount added for more memory space that Apple along with most other companies charge. In fact I read an article on this very subject just yesterday in the tech section of Flipboard. It stated in the article that in the case of the Iphone  the actual cost of each additional  gigabyte of storage  to Apple et al is something in the order of 60p.. This is certainly not reflected in the price us the customer has to pay at the till.. Its for this reason primarily that Apple in particular, because their products do not allow adding expandable memory of your own in the form of cheap to buy cards, that nobody in their right mind buys the 64gig etc Iphones..I am aware that we are discussing my potential purchase of an Ipod Touch here but you see my point.     I want to free up space on my 16G iPhone 5s.  All of my photos are stored on iCloud, however, when I delete a photo from my iPhone 5s, it also deletes in iCloud.  Is there a way to use iCloud as a way to store photos that I don't want on my iPhone any longer, but I want to save?
    Note:  The photos on my iPhone 5s are all on iPhoto on my iMac running OS X Yosemite 10.10.3.  I have not opened the "photos" app which appeared on the doc when the system upgraded to OS X Yosemite 10.10.3 as I'm not sure how this will affect the whole "delete from my iPhone, but keep in iCloud" dilemma. 
    Any help would be greatly appreciated.

    iCloud isn't designed as a cloud-only storage method. The closest you can get is to change a setting to optimize storage on your iPhone so that a smaller "device-size version" is kept on your phone. See the quote below from iCloud Photo Library FAQ - Apple Support

    The links do not explain how I get the thousands of pictures I have accumulated on my PC over the years up into the iCloud. I have 25gb of storage space there.
    Are you certain this is possible? If so, could shed a little more light on how to do it.
    Btw, everything on my iPhone is bouncing back and forth to the iCloud and to Outlook perfectly. It's just my legacy photos that I don't know how to deal with.

    iCloud isn't like our old iDisk. It's more about connecting muliple devices to the same shared data.

    You can't use iCloud for general file storage such as your movies.  There are other cloud-based options available that will, some of which are listed here on Roger Wilmut's site: http://www.wilmut.webspace.virginmedia.com/notes/missing/inicloud3.html.
    If might be cheaper to just copy them to another external HDD or two, and save these offsite or in a fire safe if you're concerned about losing them.

    Basically iTunes feeds AppleTv with media either syncing (copying to it) or streaming live.
    Media must be compatible with AppleTV.

    The majority of commercial 'in-built iTunes media servers' will not work directly with AppleTV as it has to be 'paired' with iTunes by entering a numerical code in iTunes and does not simply see 'shared libraries'.
