You can, but in order to play it you would would have to download it to your phone.  Music available from the iTunes store is already in iCloud (assuming it is still available in the iTunes store).  All you would need to do is delete it from your phone and you will see iCloud download symbols to redownload it, as long as you have Music turned on in Settings>iTunes & App Store under Show All.
Music from other sources, such as your CDs, can only be made available in iCloud by subscribing to iTunes Match (http://www.apple.com/itunes/itunes-match/).  Even with iTunes Match, you have to either download the song to your phone, or tap it to begin playing it and have it download in the background, in order to listed to your music on your phone.

    I want to sync my iTunes Library. MP3 files with my Samsung Intercept Android smartphone.     So I have iTunes Accounts set up, iCloud enabled and iMatch rolling. Got my library matched (well, vast majority, like many others I do have some songs that have no reason to be 'inelligible' but are not uploading. Don't lecture me on the "rights". I'm a musician with 100s of songs in my library I wrote and recorded. iTunes uploaded about 80% of them. remaining 20% iMatch says are inelligible. BS. its a bug.)
    Upon turning on iCloud on my iPhones, I lost the ability to tell iTunes which playlists I want on my iPhone. Instead, I am told to download "songs" from my cloud. Annoying as that's a lot of songs to wade through again. And I have cool smart lists created to auto-sync stuff to taste. Fine.
    I go to my playlist and there are no songs at all on myiPhone, even after going to settings (good luck finding that tip!) and enabling viewing "all songs" so I can see the cloud. No songs in playlists. I see all the songs if I go to an artist on the cloud and download it again. Then, back to playlist and just those songs are there!!
    There is one playlist that enabled me to "download all" from my phone. Rest don't. Why????
    Why can't I dictate playlists via iTunes as before?? When you have over 20,000 songs in your library, playlists are really, really important. It will take hours for me to cherry pick through the cloud to find the songs I want on my phone. The songs I already groomed via the power of iTunes.
    Good idea here with iCloud, please help with the usability!!!

    I have a desktop that operates using with Vista.
    I downloaded 10.5 and sought to sync my two iphones and two ipads with the desktop in order to use ICloud. However I got warning messages that if I synced with this computer that had none of my extensive library of apps, music, podcasts, etc. would be on it, I would lose it all.
    I did authorize the computer. I knew enough to do that but am terrified that I will lose everything that I have accumulated and still won't be able to use ICloud.
    Isn't there a way to do this? Shift my library FROM my devices to the desktop?

    This is a tedious solution, which is stupid!  And some users report an inability to reauthorize a computer after an "en masse” deauthorization.  I can’t believe Apple doesn’t provide a list or menu to find out which computers you’ve authorized! Obviously, APPLE knows (or else they couldn’t tell us how many computers we have authorized)--so why can’t they give us access to that information about our own computers??!!!
    And for an already-authorized computer with a hard drive that’s since been replaced and upgraded from Mavericks to Yosemite, would it be recognized as a “new computer” and require authorization? Would its previous incarnation (i.e., with the old hard drive and OS) be considered a separate computer? Some users report they can’t authorize a computer after an OS upgrade because of that. Can’t believe we have to do such a bass-ackwards kludge!

    iTunes match is a true streaming service when it comes to playback from your PC. That means, you can load everything into the cloud and stream from the cloud to your PC.
    To an iPhone or iPad, it's stream-and-save, meaning it will download and play immediately, but it will be saved to the device.
    So yes, you can load everything up (assuming it all loads properly without problems) and stream to your PC.

    Many thanks JEM24 for your help.  Ive just spent the best part of six hundred pounds on a new Sony Rx100m2 compact camera, so I have no interest in the Ipods camera at all really. I doubt Ill be watching many videos on it as Im very lucky in that I have a good Android tablet. Its more as a stock music player that Ill be buying the Ipod for, if indeed I do end up buying one. I dont like the idea of paying the exorbitant amount added for more memory space that Apple along with most other companies charge. In fact I read an article on this very subject just yesterday in the tech section of Flipboard. It stated in the article that in the case of the Iphone  the actual cost of each additional  gigabyte of storage  to Apple et al is something in the order of 60p.. This is certainly not reflected in the price us the customer has to pay at the till.. Its for this reason primarily that Apple in particular, because their products do not allow adding expandable memory of your own in the form of cheap to buy cards, that nobody in their right mind buys the 64gig etc Iphones..I am aware that we are discussing my potential purchase of an Ipod Touch here but you see my point.     I tried that but it just shows 'downloaded'.  There is no little cloud next to that wording.  On an Itunes help page it shows a 'library icon' once you have logged in but that does not appear on my version of ITunes which is 11.1.  I have lost so many peices of music!  Is this some ploy by Apple to get you to buy them all over again??  Thanks for you response, if you can think of anything else I would be most grateful

    And just in case you were wondering, installing one purchased copy on all the Macs you own is specifically called out as allowed in the Mac OS X Lion license.
    If you do not want to download multiple times, just copy the Applications -> Install Lion app to a safe place BEFORE you do the first install.  Then copy that copy to any Mac you own where you want to install Lion.

    iCloud requires OS X 10.7.5 or higher.  However, iTunes Match doesn't require an iCloud account, and can be subscribed to separately in iTunes (see iTunes Store: Subscribing to iTunes Match).
    Also, while you can use iTunes Match to store your music in iCloud and delete it from your Mac, it isn't recommended.   Before you do, be sure to read this first: FAQ: Why iTunes Match Can Not Be Used as a Backup.

    But iCloud Drive is not an external storage. It is a common storage that is synced and shared between all connected devices, and it is always available, even when you are not connected to the internet.
    What you want to do is not possible with iCloud Drive.

    If your country code does not appear in the list…
    Go to System Preferences > iCloud > Keychain and enter your Apple ID password (Settings > iCloud > Keychain, from a mobile device)
    Select the ‘Create Different Code’ option. (Mobile devices only)
    Select the advanced option and choose whether to create a random code or no code, selecting the later allows syncing across devices but not with Apple’s servers.
