Can I use iCloud to store photos I want to delete from my iPhone 5s?

Good day.
I want to free up space on my 16G iPhone 5s.  All of my photos are stored on iCloud, however, when I delete a photo from my iPhone 5s, it also deletes in iCloud.  Is there a way to use iCloud as a way to store photos that I don't want on my iPhone any longer, but I want to save?
Note:  The photos on my iPhone 5s are all on iPhoto on my iMac running OS X Yosemite 10.10.3.  I have not opened the "photos" app which appeared on the doc when the system upgraded to OS X Yosemite 10.10.3 as I'm not sure how this will affect the whole "delete from my iPhone, but keep in iCloud" dilemma. 
Any help would be greatly appreciated.

iCloud isn't designed as a cloud-only storage method. The closest you can get is to change a setting to optimize storage on your iPhone so that a smaller "device-size version" is kept on your phone. See the quote below from iCloud Photo Library FAQ - Apple Support

    The only way you can store photos in iCloud indefinitely is if you add them to a shared stream.  However, when you do this, the photo will be at a lower resolution than the originals.
    My photo stream photos only remain in iCloud for 30 days, allowing enough time for all your devices to receive them.  The only other photos in iCloud are camera roll photos stored in your backup.  However, you can't see anything in the backup unless you restore it to your device.  Also, if you delete the photos from your device and continue to back it up, the backup that contains the deleted photos will be overwritten by one that doesn't, and they wil be lost.

    To an iPhone or iPad, it's stream-and-save, meaning it will download and play immediately, but it will be saved to the device.
    So yes, you can load everything up (assuming it all loads properly without problems) and stream to your PC.

    If you deleted the photos from photo stream they are gone.
    My Photo Stream has a 30 day 1000 photo limit on the server. If you just turned it off then turning Settings/Photos & Camera/My Photo Stream back on will reload the photos left on the server, the rest are gone.

    First import the photos to a computer's itunes, then sync them to the other device.

    Photo stream can do this, but iCloud Photostream is not permanent storage.  It's only good for 30 days.  After that, they are removed from the iCloud Photostream.
    You should import your photos to your computer [Import photos and videos from your iPhone, iPad, or iPod touch to your Mac or Windows PC - Apple Support] or use another third-party service or app.

    You cannot control whether the account is POP or IMAP, the email protocol is determined by the email provider.  What Larry is pointing out is the way the two protocols function.  If your account is an IMAP protocol account, you cannot control removal on opening.  If it is a POP account you can.  Since you say the account comes up IMAP then there isn't anything you can do to preserve the email for another device short of forwarding it to yourself so it reappears.

    iCloud requires OS X 10.7.5 or higher.  However, iTunes Match doesn't require an iCloud account, and can be subscribed to separately in iTunes (see iTunes Store: Subscribing to iTunes Match).
    Also, while you can use iTunes Match to store your music in iCloud and delete it from your Mac, it isn't recommended.   Before you do, be sure to read this first: FAQ: Why iTunes Match Can Not Be Used as a Backup.

    Well, typically one of the fixes that I would suggest is to try to delete the waiting icons. WIFi in a public places like McDonalds, Starbucks, B&N, etc. is not the greatest and I would avoid those places for downloading and updating apps. But I do realize that not everybody has access to Wifi in their homes.
    These are all things that have worked at one time or another for other users. Hopefull one of them will work for you. Just ignore whatever does not apply or anything that you have already tried.
    Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
    Make sure that you do not have a stalled download in iTunes - a song or podcast .... if you have a download in there that did not finish, complete that one first. Only one thing can download at a time on the iPad so that could be what is causing the problem.
    If that doesn't work - sign out of your account, restart the iPad and then sign in again.
    Settings>iTunes & App Store>Apple ID. Tap your ID and sign out. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
    Go back to Settings>iTunes & App Store>Sign in and then try to update again. Tap one waiting icon only if necessary to start the download stream.
    You can also try deleting the waiting icons - tap and hold down on an icon until it wiggles - the tap the X on the icon to delete it. Then try to download again.
    You can try resetting all settings. Settings>General>Reset>Reset All Settings. You will have to enter all of your app preferences and device settings again.
    If all else fails, download the updates or the apps in iTunes on your computer and then sync the content to your iPad.
