Can I use japanese ipad 3G on other carrier overseas?

I spend about half my time in Japan and the rest in either Europe or Australia.  I'm in Japan at the moment and am thinking to buy an ipad.  Nobody in the softbank shop or the apple store can tell me if I can use it on another carrier when I'm not in Japan, in fact they seem a bit reluctant to tell me that it`s even locked to softbank in Japan.  I think they're all a bit embarrased.
I know other devices are locked to networks, I had to buy an unlocked iphone so I could switch sims but just wondered if anybody has actually done this with a japanese ipad?  I've noticed people saying on forums that it should be possible but would rather know for sure before I buy.

Theoretically, yes. However, you will only get 3G speeds.

    As I understand it (haven't seen any) If you have an AT&T version of the iPad 2, or i believe all versions of the iPad 3 have a SIM card slot, you can insert a SIM from any network.
    the key is that you want to buy one that has the SIM card configuration. the older verizon only ones are built to operate on the CDMA protocol which is incompatible with most of hte world.
    So having the Micro Sim option is key to international cell access.

    I don't really use it any more live, mainly because I use my iPad for reading music and don't want to switch around apps. I'm not part of the company, but I'll try.
    IMO the iRig manual is way way too simplistic.
    I am attaching some jpeg's of what helped me solve it, though it was tough. If it doesn't open, search Audio Midi Setup help for "sharing midi data over a network". You have to create a wireless session using Audio/Midi setup, OR create an "ad hoc" network using bluetooth if there's no wi-fi (another set of problems...). This may be your issue. There are a few things beyond getting the wireless network appearing that you have to do, that's why I'm suggesting this even though you did it, or a part of it.
    In particular:
    "Anyone" has to be set as who can connect to me in the lower left of the wireless midi setup screen, and
    First get everything else ready, meaning the iPad connecting, THEN LiveRig has to be launched from closed, meaning do an icon hold and close in down iPad, then open it up for it to connect, when everything else is ready. for some reason that helped me.
    In MainStage, you of course need to go to the MainStage #1 Setup screen, drag in sliders, then "learn" them to the LiveRig, which should now be seen when you click "learn" and move a Liverig slider. I have a vague recollection about not seeing iRig in the MainStage #1 top left device window, but then   going into the drop-down menu there where the device shoudl be, selecting it, then learning the sliders. Then in the #2 Edit window you assign the sliders etc.
    I would suggest first connecting it via midi wires and getting it to work, which will help you decide if a problem is in the wi-fi or somewhere else when you go to connect it up with wi-fi. You'd need the Apple Camera Connection kit adaptor. I myself would alway run it via midi if I'm playing live, too many unknowns with unknown networks.

    If you are not concerned about LTE bands (which will be more diverse and hit-or-miss) the only ones that will matter are these...
    3G: UMTS/HSPA/HSPA+/DC-HSDPA (850, 900, 1700/2100, 1900, 2100 MHz)
    2G: GSM/EDGE (850, 900, 1800, 1900 MHz)
    This covers almost all the 2G and 3G standards. You will most likely be ok on 3G and in edge cases, at an absolute minimum you will have EDGE speeds since both US and EU frequencies are covered - blech :-)

    How about a workaround?
    I have a second VOIP line attached to my UK phone, it has a US phone number. Any calls to that number ring on my phone so I still receive calls from the US wherever I am, and they are local US calls (to US callers). I would suggest that you use a Japanese phone and a US 2nd number.
    I use a service provider called TalkAtOne, (US based) and I am sure that others exist. Their rates are very low and the lines while a bit variable are average to good mostly.
    It also runs nicely on an iPad, which I have discovered can become a handy desk speakerphone in a pinch.
    Google also offer a free service (Google Voice) but it was absurdly complex to use.

    Yes. It's the same as connecting from an iPod touch or iPhone.
    Logmeinigniton or teamviewer are a few of the apps you can use.
    Teamvewer has free app and you can see if it does what you want.

    This is an older photo but the sleep and home buttons are still in the same place on all iPads. The home button is the round button at the bottom of the iPad and the sleep button is also called the on/off button and it is at the top right corner of the iPad.

    My partner has a works iPad, which has her works Apps on (ones that are specifically made by her company and are NOT available in the App store).
    What I want to be able to do is to ALSO have my itunes account on there so that I can put all the apps I have purchased previously from my iPhone on it.
    This is so I can put on VLC player (thats already in my itunes account) so I can add videos to the iPad.
    How do I do this please?
    I tried it before by connecting it to my mac, but it wiped everything off the iPad completely and also deleted the data settings for using 3G.
    So I want to avoid this happening again the future as it had to be sent back to her head office to be sorted again.

    You can't. The iPad is desgined to be a 'one user' device and only really works with one apple ID at a time.
    The only way would be if she, at work and with her work apple id, downloaded your apps (repurchasing them of course).
    It's not meant to be a multiple user/multiple ID device.

    No - you can share the same iTunes account (my wife and I share the same account). But when you sync the iPads, just remember to select the correct content for her iPad and the correct content for your iPad.

    When you turn on your iDevice for the first time just sign in with the same Apple ID and you can download any apps you have purchased in the past! There shouldn't be a limit to how many devices you can use.

    No. There are some apps that allow you to control the laptop remotely from an iPad, however, but that doesn't sound like what you need.

    The issue with the Airport Express (or any of the Apple routers) is that you need the Airport Utility to configure it.  Airport Utility works on OSX and Windows, but not on the iPad (or iPhone or iPod Touch.)  It will work, if you can preconfigure the Airport correctly ahead of time, but you'd be stuck if you did need to reconfigure while at the hotel.
    You can use most any other router that is configured with a web page, which means you have a chance of configuring with Safari on the iPad.  If you want something somewhat portable, I use a "travel router" made by D-Link. The current model is the DAP-1350.  Other companies make similar travel routers, but I have no experience with the others.
